'IS LIFE WORTH LIVING? TO THE EDITOR OF THE "HONGKONG TELEGRAFIČ,"
SIR-The correspondence in your journal anent wages and expenditure in Hongkong gives rise to many important questions which considerably affect the young men of the Colony. It is well-known that as a rule young men do not take their measure of economy from what they can actually endure, but from what society around them is accustomed to demand. Unless I am greatly mistaken Victoria is a city of cliqueism, and many fellows pre fer to swagger among the upper ten. Of course, if they must have three or four "outings" a mooth; if they must join various clubs which tax their slender resources severely; if they must be counted upon for parties or suppers; and they must pay, or give chits, for billiards and prime cigars, then they will find it uphill work to save enough out of a salary of even niore than $200 to pay their passage home, much less

ficet of gr vessels of this descriptions. It mav be urged that the value of the sub-marine in war is as yet, unknown, and that the construc tion of large number of ships which experience may prove to be ineffective,' is a costly ex Iperiment. On the other hand it would be much more expensive-not to mention-other points-if the sam: sub-marines, succeeded in destroying our first line of defence, without our having the means to retaliate in kind. This criticism, which embodies the idle imaginings of the mere man-in-the-street, is perhaps worthless; he is, however, the same ignorant inexpert, who in the months gone by, urged upon a reluctant War Office, the imperative need of a steady flow of mounted re-inforce ments, to be despatched to South Afrien, whether the generals called for them or not. Now and again this person happens on a sound theory, though even then he is slow to give it expression.

Hongliang will be well able to understand and sympathise with the scare which fell upon the capital of the Empire some six days ago, when the Health Authorities notified the advent of an epidemic field. It is now many years since the grim shadow of small-pox lay upon London, and the success which has attended the prompt measures of the Metropolitan Board of this occasionspires us to bold with toler able confidence the belief that it is never again likely to become a serious menace to the com manity. Still for a few brief days London felt a little uneasy-not without cause until epidemic suppressing machinery was proven to make their premature old age at all comfort During the whole of last year, there were only whence, it is surmised, they were sent in small TWENTIETH ORDINARY GEN-
able. No one will deny that, in a certain moderate and occasional amount of innocent pleasure there is the least harm, but in Hong kong where the style of living is far from simple the limited means at the disposal of the majority of Europeans does not permit of much gaiety without a vast hole being mile in monthly drawings. With the limited salary which many are earning the most rigorous economy is essential before a dollar can be saved. Those desirous of putting by for a rainy day out of scaly earnings must dispense, with the cursed chit system; they must earn their money before they spend itand, above all, they must be their own masters and not let society or fashion swallow up their individually-bat, coat, and boots. Then, and then only will they be able to carve a way in life and obtain a position for superior to those who wear clothes they cannot afford to buy and whose winds are too work to permit of any curbing of expensive. impulses.
Yours respectfully,
FAIR WAGE.

sixty cases of small pox within the country; while during three days of this week in one northern district of London alone--Marylebone, St. Pan cras and Islington-no fewer than seventy cases were certified. Yesterday and to-day there has been a small, relatively a very small increase in the numbers, and though of course all risk cannot be considered over until the ten days period of incubation is over, the Health Autho ritles state that they believe the progress of the epidemic to be effectually stopped,
All the patients notified have been removed in special horse ambulances, to the private wharf of the Board, and thence transferred to a steamer reserved for such emergencies, and conveyed to the isolation hospital ships moored in Long Reach, a lonely part of the Thames, Each ambulance is attended by a trained nurse, and met on the wharf by the medical officer, who certifies the disease before the patient is sent to Long Reach. Doubtful cases are de tained at the special "Suspect" isolation hospital. There has been only one patient from any but the northern districts, but am bulance-stations have been ringed all round the Metropolitan area, and connected by tele- phone with the central office, whither reports are sent, so that everything is fully organised for a general outbreak. Apparently Britaia possesses one authority at least, free from the manacles of red inpe,-far which mercy, let us be thankful.
LOKD SALISBURY.
THE LOST YEOMANKY.
Sir Robert Baillie has in a measure cleared up the mystery of the lost Yeomanry. The mistake appears to have arisen at Aldershot, drafts, which would account for no transport owning to have carried them. Sir Robert states that they re-formed in South Africa and existed corporately till the end of this last June. On the other hand the tieneral of com- munications states emphatically he never saw or heard of the 98th, and no commanding officer can be found to have, at any tinic, included the company in his columns. Captain Greig, in nominal charge of the detatchment, is with Thorneycraft's colum Except for relatives of the men it is perhaps of little importance whether the company exists as a unit; or is broken up, but it does not seem very creditable in the War: Office that after a year's inquiry, it is unable to arrive with any certainty, as to what became of the 300, even in England.
GENERALS BULLER AND WHITE.
After an interval of silence it is again freely asserted, in service circles, that Buller and
