THE RUSSIANS IN MANCHURIA.
A correspondent of the Pall Mall Gazelle says, in the course of an article headed as above-
No one better than the Russians understands the difficulties of the task which is before them, and which, despite the not unnatural scepticism of Europe, will continue to need the selvices of large bodies of troops. The country is by no means pacified, and as the Chinese hate the Russians, the effective subjugation of Man churia will be the labour of years, and can, so long as the activities of the robbers continue,, only be conducted by force of arms. Never theless, the situation ns it exists at present provides the Russians with an admirable op: portunity of proving the validity of their alleged disinterestedness, and while no one will expect their Government to avail itself of their attitude at the present junciure may be some index of future developments. In stead, therefore, of discovering any signs by which it is possible to gather that Russia proposes merely to maintain sufficient troops to protect her railway line, there are indications everywhere that her occupation will be as effective and lasting as she can make it. Military works have been constructed at Muk den and other centres, barracks, and hospitals, which can have no relation with the require ments of the station guards; Russian shop keepers have been invited to open stores, schools are in existence, the Russo-Chinese Bank has created agencies furnished with European staffs in all important centres, and Russian churches are in process of erection throughout the provinces. These are the signs of the times, and in reading them it is impossi- ble not to doubt the tuth of the denials by which Court Lamsdorff seeks to efface, the pretensions of his Government to the acquisi- lion of Manchuria.

Possibly no living Englishman possesses sych
a magnificent record for life-saving at sea as Mr. George Karby, of Three Mill-laue, Bromley-by-Bow, who is cook of the Cape- liner Bracniar Castle, Mr. Karby is 33, and has been at sea since he was 10 years old holding no fewer than 58 mercantile, dis. charges. His latest exploit was on May 4th, when the firaemar Castle was between East London and Port Elizabeth, and a Nor- weglan barque, the Anubia, was sighted wrecked upon rocks off the coast in a helpless position. The captain of the liner at once brought his vessel, as near to the wrecked barque as he dared, and then put off a lifeboat. to aid the unfortunate crew. A tremendous sea was running and after one or two attempts to get a line to the wreck the beat returned, re- porting one of her crew, a seaman named Dou glas, who was washed out of the boat, as lost. The gallant cook, however, went back in the boat, and plunging into the sea with a line and alife-bioy, succeeded, after a tremendous strug gle, in getting aboard the wreck. The proclamation now issued in the Transvaal and read to the House by Mr. Brodrick contains precisely that kind of dangerous. advice which proceeds from men who are themselves our of danger. It contrasts very badly indeed with that straight and manly letter to the burghers which Botha issued after the negotiations The effect of this action of the Government will be to weaken the authority of Botha and produce precisely that revival of Krugerism in South African affairs which the Government ought to have most strenuously avoided. It is an instance of the ignorant carelessness with which the Government have handled South African affairs from first to- last. We can imagine nothing more calculated to defeat the peace-party among the Boers, and to strengthen the hands of the irreconcilable faction,"

As was to be expected, the Humanitarians gathered themselves together to congratulate themselves generally and their most strident spokesman, Rev. 1 Stratton, in particular on the abolition of the Royal Buckhounds. This was inevitable, and while it does nobody any particular harm, leaves Mr. Stratton and an engraving of a famous picture to the good a good deal of hysterical non- sense was talked and some large promises were made. Mr. Stratton warmed by a useful cheque and stimulated by the application of his friends enconiums said that now the "great difficulty" in the existence of the Buckhounds had been cleared away, they were going to trý and get rid of fifteen packs, which like the Buckhounds, ran carted deer, together with rabbit-coursing and, shooting birds from traps, The Bishop of Hereford, he said, had a Bill which would accomplish these enda." Right Reverend Bishop was not very success- ful with the Betting Bill with which he proposed. to set public morals on a better footing: and perhaps from a sporting point of view the Bill so hopefully referred to by Mr. Stratton could not be in better hands.

We have frequently had occasion to refer to the infurious consequences likely, to follow when the balance of nature is interfered with, as, for instance, in the oft-quoted_case of the introduction of the mongoose into Jamaica. We now learn from the Records of the Australian Muscurn for 1971, that the destruc- tion of indigenous birds in New South Wales is attaining alarming proportions. In many districts the rabbits have been eradicated, with the consequence that the cats introduced for their destruction have turned their attention to the birds, with disastrous results, and the introduced foxes are similarly destructive, and do not confine their atten- tions to the farmyard. It is noted, moreover, that one man in a single season destroyed 250 lyre-birds, whilst the growth of cities and con- sequent clearance of vegetation has caused considerable injury to bird-life.----Asian,
