SOUTH AFRICAN COMPENSATION
COMMISSION.
LORD ROBERTS' EVIDENCE. The presence of Lord Roberts as a witness before the South African Compensation Com mission on the 3rd ult, gave fresh interest to the hitherto formal and almost monotonous proceedings of that body. Several ladies were present. Mr. T, Milvain, K. C., presided, and the other four Commissioners-General the Hon. H. F. Eaton, General Upton Prior, Mr. A. R. Loveday and Mr. C. A. Wilkins were also present. The Commander-in-Chief had taken his seat quietly and almost unnoticed before the Commissioners met. By his side sat Colonel Sir E..P. Girouard, director of the Netherlands Railway since the British occup ation of the Transvaal,
In order to facilitate the business of the Commission it was arranged that Lord Roberts and Sir Percy Girouard should be examined as witnesses together, and Sir John Ardagh, pa behalf of the War Office, elicited replies alternately from each witness to a series of questions.
The Commander-in-Chief stated that during the course of his progress towards Pretoria he found it necessary to deport a considerable number of foreigners for various reasons- some for their connection with plots and conspiracies at different times and places. After crossing the Vaal he came into contact with the Netherlands Railway authorities. He summoned Sir Percy Girouard 19 Jolinnes. burg and gave him instructions to deal with the tailway officials, telling him that if the employees refused to serve the British Govern- ment they were to be sent out of the country,
Sir Percy Girouard. continuing the story said that he interviewed a number of employees and officials, and the chief heads of departments. The traffic manager's reply was that the com. pany was only worked for the Government of the South African Republic. Other officials took the same view, and the employees ex- pressed sympathy with that attitude; and hapred the British officials. Their impression was that it would be impossible to work the rail. way without their assistance. At Pretoria (Sir Fercy ded) the British military authorities met with similar opposition.,
Lord Roberts, to whom Sir John Ardagh ngain directed his questions, agreed that it would have been in accord with the laws and customs of war make the railway officials and employees prisaneys of war on their refusal to work for the British Government and their determinatiin to work only for the South Afri can Republic. He preteried, however, in get rid of them altogether. It was kinder to them and safer for the advancing forces,
sir John Ardaght: appreciate your kind- ness, but was it not really set of grace on your part to allow them to retain their liberty. and to deport them at the expense of her Majesty's Government – it WILS the safer course to adopt.
Continuing the Commander-in-Chief in- fot med the Commissioners that on reaching Pretoria he found all the superior carriages had been shunted on the Delagna ay line. and nothing was left for the British forces but open trucks.
The Netherlands employees,
when deported hid the same accommodation as the British sick and wounded, and were only subjected to the same temporary hard. ships, due partly to the destruction of the line by the Boers-Pall Mall Gazette.

FARM BUENING.
HOBERTS' CORRESPONDENCE WITH BOER LEADERS.
The correspondence between the Command- eriu, Chief in South Africa and the Boer com manders, so far as it affects the destruction of properly, was issued as a Blue-book on June 29th.
On 3rd February, 1900, the Presidents of the Transvaal and the then Orange Free State sent the following joint message to Lord Roberts:
We learn from many sides that the British troops, contrary to recognised usages of war, are guilty of destruction by burning and blowing up with dynamite of farmhouses, of devastation of farms and goods therein. whereby unprotected women and children are deprived of food and cover. This happens not only in the places where barbarians are encouraged by British officers, but in Cape Colony and in this State.
ROBERTS' REPUDIATION. Lord Roberts replied that all the alleged outrages by the British troops had been in, quired into, and had been found to be without foundation.
On 19 May, 1900, Commandant De Wet tele- graphed to Earl Roberts that he hoped the troops under his Excellency's command who acted in opposition to the proclamation would be heavily punished. The Commandant went

To this the Commander-in-Chief replied that it was in consequence of the white flag treachery. Gen. Botha complained on 4th July of property being destroyed, and Gen. De Wet on the reth, the fattor trusting,
that in the name of our common civilisation and humanity your Excellency will have the culprits punished, and prevent the perpetra tion of such acts in the future," The Commander-in-Chief replied to this that he had caused inquiries to be made, and it appeared to him to be practically impossible that the alleged outrages could have been com- mitted by the troops under his command.
On 15 Aug. Gen. Botha informed the Com- mander-in-Chief that it is was a fact that "well. disposed families living ea farms are driven from their houses, and all their property taken away or destroyed."
THE OATH OF NEUTRALITY.-
In replying to this on the 23rd Lord Robert said:
Your Honour represents that well-disposed families on their farms have beeb driven from their houses, and that their property has been taken away or destroyed.
This, no doubt, is true, but not in the sense in which your letter would imply. Burghers who are well disposed towards the British Government, and anxious to submit to my authority, have had their property seited by the Boer commandoes and have been threatened with death if they refused so take up arms against the British forces.
Your Honour's contention that a solemn oath of neuturality which the burghers have voluntarily taken in order to remain in unmolested occupation of their farms is null and void because you have not consented to it, is hardly open to discussion.
I shall punish those who violate their oath and confiscate their property, no burgher having been forced to take the oath against

Guerilla WARFARE. Lord Roberts wrote on 22 October.;
With regard to the remark of your Honour as to the state of organisation which exists among the burgher forces at the present moment, I am compelled to point out to your Honour that their tactics are not these usually Rssociated with organised forces, but have degenerated into guerilla warfars which I shall be compelled to repress by those excep tional methods which civilised nations have at all times found it obligatory 16 use under Bilè circumstances.
