THE MURDERING OF PEAGE ENVOYS.
Writing on February 20 Reuters' Corres. yendent at Kroonstad says→→→
Captain De Bertedano, District Commis- sioner, has given me the following official. particulars, regarding the murder, of Mr. J. J. Morgandal Morgandal, who had taken the oath of allegiance and was RJ, P., volunteered to accompany Mr. Andries Wessels, ex member of the Volksraad, to the Beer laagers to make known the terms of Lord Kitchener's proclamation. They left, Kroonstad under the flag of trace on Décember 28th, and arrived at Paardekraal, Wessels's farm, where a board of Boer officers sat to discuss the case. They were ordered to return to Kroonstad, but on the way they were again'stopped and taken back by orders of Captain Keeve, being finally conveyed to De Wet's laager east of Lindley. The native driver, a man named Jan, who accompanied them, and was eye-witness of the whole affair, states that on January 9th he was driving the mules toward the cart to be ip. spanned. When abour thirty yards from the cart he saw General Froneman beating Morg- andal perose the face with a sjambok. Morg. andal tried to ward off the blows with his hands. The native heard Froneman say: '1 will just now shoot you, you- De Wet was standing a little distance off, and told Frone man to shoot him. Froneman thereon took this gun and shot Morgandal, who fell down. Jan approached to see if Morgandal was dead, when Froneman ordered him to throw him on the cart"
Furthermore, minute details are given by a Boer who took letters from ex-Commandant P. De Wet, of the Burgher Peace Committee at Lindley, to his brother Christian De Wet on January 8th. He was taken to De Wet, whe detained him in custody with Wessels

The unfortunate man tried to ward of the cuts and cried out: General, why are you thrashing me when I am trying to carry out your orders 2 De Wet, who was about fifty yards off, cried out, Shoot the Froneman urslung his rifle and shot Morgandal. then rode twice round Morgandal and asked the Burghers present to see if he was dead, and if not to give him another shot. Hamilton, G., her husband was wounded, left Kroonstad on January 14, accompanied by her cousin. Hermon, H. V. Arriving at Jan Mendie's farm on the 15th sheHarkens, J. found her husband still alive. He related the Herbinville, L. D: circumstances in which he had been shot, and Honey, B. they were just as recounted by Jan and the Hardy, R. J. Boer. On Wednesday, the 19th, Dr. Pouthma Hachiz, C. Morgandal died on the same day after eleven days of great suffering. The marks of the sjambok were still visible. The doctor was so disgusted with the murder that he refused to shake hands with Froneman saying to him "You are a murderer, and he resigned his position with the Boer ambulance. On the entreaty of the Burghers he has, how ever, since resumed his duties. This crime bas caused a strong feeling among the Bur. ghera,

on the 27th ultimo, the naval bureau of Wash-Kinn, C. H.: ington was discussed in a paper read by Prof. Biles,
The procedure in the States is very different from that of the Admiralty and the over- ment in this country. Before any warship is, laid down for building a special Act of Con- gress has to be passed for it. And when this. bill is brought before the House of Representa tives its design, armament and machinery come all in for discussion; and, the result is that the designs require to be drawn up in accordance with the decision of the House.

The navy, therefore, of the States is kept-in a continued state of progress. The U. 5. Navy also keep to the old system of turrets and arrangement of the ármour. The large 13in. guns are protected with turrots with sloping sides-17in thick.
The other paper was that of Rear Admiral Fitz Gerald, who brought arguments forward in favour of the Admiralty furnishing the navy with scouts or dispatch boats. The Admirals. say they are as urgently wanted now as frigates. were in the days of Nelson, They have no fast ships which can keep up a high speed for a long time to furnish thou with information j such ships would not be expected to fight or to act on the offensive, and need not be heavily armed.
What they wanted was speed and the capability to get out of the way of any cruiser which could do them damage:
