The Wily Company Promoter. It was left to the last day of the nineteenth at least, sa far as concerns the Joint-Stock century for Somerset Ilouse to eclipse itself- Companies Department. The number registered per day averages about 15; bat there has been a large increase during the last few weeks. So great has been the pressure that it is impossible as yet to give the correct number of companies registered recently,
It is understood thai Lord Kitchener will, at the conclusion of the operations in South Africa, beroine Commander-in-Chief in India. "The work at the Cape," writes a well-informed correspondent, "will be finished much sooner than people now seem to expect." General Ian Hamilton is to be his Military Secretary, The post in India is in every way agreeable to Lord Kitchener's inclinations.
A Warning.
In sending hearty good wishes for the new year to the members of the Guildhall Club, Newbury, an institution in which he is in- terested, Lord Charles Beresford, dating from H.M.S. Ramillies, at Malta, writes: "Should we unfortunately go to war, I think that the country would be greatly shocked by the num- ber of preventable disasters that would probably occur, and which might be guarded against now by the exercise of ordinary forethought and common-sense if applied to obtaining a proper war organisation."
Royal Humane Society. The Royal Humane Society issued on 1st ulto. its completed record of cases of bravery in eaving life brought under its notice during the past year for some form of recognition. The cases investigated number 619, resulting in 741 persons being rewarded for saving 679 lives, and attempting to save 5 others who were either drowned or succumbed to the effects of foul yas in various forms. Many of the rescues were performed under exceptionally difficult conditions, notably those in South Africa, where some of our soldiers exerted themselves in saving life even under fire from the enemy, and later in the year some good rescues have been effected by men of the expeditionary force in China. The awards include 15 silver and 203 bronze medals and clasps, 415 testi- monials, in addition to 57 pecuniary rewards of varying amouais.
Bir Andrew Clarke and Tasmania.
The acceptance by Sir Andrew Clarke of the post of Acting Agent General for Tasmania at ihe special request of the Government of that colony, and with the acquiescence of the Gov. ernment of Victoria, for which he has so long been the Agent-General in this country, serves to remind us (says the World) of the extra- ordinary manner in which he has been asso- ciated with Australian colonies since they first became self-governing, nearly fifty years ago. He is the last survivor of the Constitution makers of 1854-6, whose draft was accepted by the Imperial Legislature without amendment, and in those remote days he once played the host to Lord Salisbury, then Lord Robert Cecil, During the recent negotiations on Federation he has been the "guide, philospher, and friend" of all patriotic Australians.
Christmas at the G. P, 0. At the Post Office this Christmas the letter traffic has been about the same, but there has been a marked increase in the work of the parcel and the telegraph departments. Fully 4,000 auxiliaries are engaged in the letter and parcel branches of the London Pest Office. The whole staff has been working overtime for the past ten days, but the difficulty of their task, according to Mr. Badcock, the Controller, has been greatly lessened this season on ac count of the growing practice of sending small sited Christmas cards instead of those which were so much in vogun about five years ago, which were a foot or eighteen inches in breadth. Comparatively few of the 919 men who have left the London Post Office to conduct the Army post-office work at the front have returned, and this has had its effect upon the work of the department. It was in the parcel department at Mount Pleasant that the Christmas pressure was most apparent. Fully one-half of the total auxiliaries employed were allotted to Mount Pleasant. One official estimates the number of parcels handled at 1500,000. It may be inte. resting to mention that the number of parcels and letters despatched to South Africa has con- Twelve months ago siderably increased. 29,114 parcels were sent to South Africa in the three weeks ended Dec. 16, but this year, for, the corresponding period, the number exceeded 65,000. The foreign and colonial parcel and letter post has also largely increased,
Christmas in London. Despite the duft weather and other depress. ing influences, which might have been expected to militate against the general character of the season, there was apparently no falling off on Christmas Day in the usual public and private festivities. By their own efforts and those of their officers, soldiers in barracks were enabled to enjoy bounteous fare and amusement and the day was also pleasantly observed by the Fire Brigade. Special treats had been devised for inmates of the different workhouses and hospitals; while in every part of the metropolis the poor, young and old, were entertained with. substantial meals and comforted by gifts of clothing. Christmas Day was celebrated in the churches with services of the customary brightness and rejoicing. At St. Paul's Cathe- dral Dean Gregory and at Westminster Abbey Dean Bradley preached, both of them to crowded congregations. The City Temple was fllad to overflowing, and Dr. Parke; as had been expected, referred to his recent experi. ences in editing an evening journal; but what he had to say say showed that his experiment bad resulted in considerable disappointment to himself. A series of services was also held at the Collegiate Church of St. Saviour, South wark, at one of which the sermon was delivered
The Poor Law in London, The Times has published the annual review of the operation of the Four Law in London. It shows that pauperism has reached during the year a point lowerthan any that has been recorded for several years past, but the number of persons relieved, at the date of the latest return-the end of the first week in December--was 103,052 (66,260 indoor, 36,792 outdoor), or only 195 fewer than at the corresponding date in 1899. The expenditure on Poor Law administra-by Bishop of Rochester. tion bas of late years increased very rapidly. In 1890 the cost of poor relief in London was £2,349559; in 1899 it was £3,445,18a, and it is certain that the rate of increase has been greater, rather than less, in the present year. The number of indoor paupers at the date of the latest retum was 863 less than at the corre sponding period of last year, but the recipients of outdoor relief have increased by nearly 700,

Boxing Day.
From the point of view of the pleasure-seeker 26th December was an ideal Boxing Day. The weather was fine, the sun shining with almost springlike warmth; and as a consequence all kinds of outdoor conveyances reaped a rich harvest. In suburban London the streets were thronged, but this apparently made little in pression upon the number of persons who attend ed the afternoon shows at the various places of An interesting scene was witnessed in the amusement, whilst the visitors to the Crystal dacks a Southampton on 31st Dec. though it Palace and the various galleries in town were to be reckoned in their thousands. Break-down in the Twopenny Tube.
During an awkward hour on 29th Dec., traffic was suspended on the Central London Railway. A breakdown, which was due to the accidental establishment of a "short circuit." took place between the Notting-hill-gate and Marble Arch stations, on which stretch of the line a train was becalmed in the "tube." For a little more than an hour the power had to be cut off With traffic worked over a single line as that of the Tube necessarily is, such a check in one section disorganises the whole. Be- Jared business men poured out of the West-end stations clamouring for vehicles. Cabs were eagerly snapped up; and the 'busmen enjoyed their hour of triumph. They speedily filled. their omnibuses, and could then afford to leer at the disconsolate "Twopenny Tubers" "left behind and they did not neglect the opport unity. close of the performance at the new Grand Theatre at Islington, in the afternoon, a scene occurred which might have led to a dangerous and general panic, but which, happily, was not attended with serious results. In one of the fairy scenes sparks were seen to drop from the wings, and cries of "fire" were speedily raised. The fireproof curtain was lowered, and the audience were assured there was no real danger. After this the performance was completed. Early in the present year the old theatre was burned down, and the house was only on Box- ing Day reopened after rebuilding.
