GERMANY AND THE BOENS.
BERLIN, Dec. aoth, The assertions made by the Nieuwe Rotter damiche Courant on the authority of Dr. Leyds are denied by the Berliner Neueste Nachrichten in an apparently inspired article. According to the Dutch journal the German Embassy in Paris had merely informed Dr. Leyds that the German Foreign Minister could not guarantee the presence of the Emperor in Berlin at the time of Mr. Kruger's arrival. The well-informed-Berlin journal replies that Herr von Schlözer, the Secretary of the Embassy in Paris, said more to Dr. Leyds, than is stated by the Rotterdam' newspaper. The communication made by the German repres- sentative so long as his words were inter- preted in their natural sense-could have left no doubt that Mr. Kruger's visit to Berlin was for the present pulitely but definitely declined. If the affair afterwards took a turn at Cologne which among extensive circles of the German "people and in many leading German news- papers created the impression that a rebuff had been inflicted upon Mr. Kruger, that is solely and entimly the fault of the persons or person who led Mr. Kruger astray. The Der liner Neueste Nachrichten adds that this could easily be proved by the publication of the docu-Beyson, ments referring to the matter; it is solely out of consideration for Mr. Kruger and for his advisers that this course has not yet been taken. In his speech in the Reichstag Dr. Hasse, the Pan-German leader, denied that the objeci of the pro-Boer agitation in Germany was to force the Government out of its neutrality into a course of action which must invitably lead to a war with the. British Empire. The worthless- ress of these assurances lias been demonstral- ed at the various Fan-German meetings, the speakers at which have loudly called for inter vention. If any further proof were needed of the wisdom displayed by the German Govera ment in declining the visit of Mr. Kruger to Ber lin and thus discouraging the agitation, it would be afforded by a report which has reached Ber- lin this evening. The Lokalanszeiger states that a resolution has been brought before the Second Chamber of Hesse-Darmstadt by a considerableCardova, number.of members. The Chamber is to be called upon to urge the Government to in- struct the Hessian members of the Federal Council to demand that the committee of the Council for Foreign Affairs shall immediately be called together, and to propose that this committee should bring about the establish meat of a Court of arbitration to settle the questions in dispute between England and the Boer States. The Cologne Gazette of this evening strongly protests against the agitation which is being conducted against the South African policy of Germany. The object of this! agitation, says the Rhenish organ, is no longer "to display sympathy with Boers, but to attack the neutral policy of the Government, a policy which is approved by the whole Reichstag. If Germany were to pursue a course which would inevitably lead to a war with England she would go through the same experience with France as she did in 1896. "An Imperial " Chancellor who lent himself to such an under- taking would deserve to lose his head.
The Pan-Germans, finding the ordinary means of agitation insufficient for their pur- poses, have resorted to the tactics which have been employed by pro-Boers in England, and are now accusing their adversaries of having been bribed by Mr. Rhodes. The Leipziger Neursts Nachrichten, a rabid Fan-German and Anglophobe sheet, has produced what it as seris to be an extract from the report of the De Beers Company for the second half-year of 1899. This extract is to the effect that sums of £60,000 and £350,000 were expended, for special agitating purposes" in Cologne and in Berlin respectively. It was not obscurely hinted that the Cologue Garetle was one of the journals that had been bought, and Socialist organs, which were as eager as usual to scent corruption in, the air, named the Berliner Neueste Nachrichten as another of the delinquents. Needless to say, both the newspapers, in question utterly repudiate the charges that have been brought against them. It now remains for the Leipzig journal to prove its assertions. No one outside the Pan-Germanic League who reads the. Cologne Gesetle and the Berliner Neueste Nachrichten will be able to suppress a smile at the suggestion that they have been bribed with English gold-Times

A serious collapse has occurred in the Westralian share market. Yesterday the fact of a large quantity of shares in the Lake View Consols Company having been delivered, with requests for the payment of differences in bask notes, instead of cheques, led to the price of the stock dropping to io. This delivery sur-Hill, W. prised those brokers who had been operating for a rise, and who wrongly thought that sellers were simply "bearing the market. Lake View's stock was dealt in at still lower prices in the street. Several firms' cheques have been. returned. The group of operators who have been bovering round the London and Globe Finance Corporation have virtually collapsed.
A WILD GAMULE.
December 30th.. It is stated that the London and Globe Finance Corporation had arranged to borrow largely for the purpose of taking Lake Views. off the market. At the last moment, however, the negotiations failed, with the result that the corporation was unable to meet its obligations. The Standard Exploration Company is in a similar position. Fifty thousand Lake View shares held by this Company were placed on the market and pressed for sale. The conse quence was that the stock fell to £7 89. gd.. but recovered to £8 7. 6d. The cheques of seven firms, besides those of the London and Globe Finance Corporation, have been returned. The wild gamble in Lake View Consola! stock, which is the proximate cause of the collapse, had its origin in an endeavour on the part of a section of Westralian apeculators to camer Mr. Whittaker Wright's party. Last week the directors of the Globe and Finance Corpora tion recommended the payment of a dividend. On Saturday fourteen firms, comprising twenty-nine members of the Stock Exchange, were hammered." The defaulters include Mears. Haggard, Hale and Pikely, the brokeru of the London and Globe and Finance Corpo- ratlon, Messrs. Blockey and Buckingham, S. A Cohen, Comfoot Brothers, and Rickards and Sloper. Business on the Stock Exchange is at a standstill. Further failures are expected on Monday, London and Globos fel? from 145. to 71. 64, but have recovered to 9. Lake Viows closed ar£8 26. 6d.
