The
All is quiet here, “unfortunately. general impression is that, it would have strengthened the minister's hand had there been some definite demonstration on the part of the Boxers, and I think so too. The under current of mischief is as strong as ever, and we have not in my opinion begunto feel the effects of it yet. That effect it will have in some form or another I am fully convinced, though it may not be for months hênce. It is impossible that such a dangerous social element should be permitted and fostered without some evil result. Just now things are outwardly quiet here, us one would expect them to be with three or four warships at the Bar. The Boxers have gone northwards and are now said to be some 10,000 strong outside Footingfn, which place is 2 great Catholic ceatre, and they propose to attack it on the 18th inst. The object of these.

sis of conise to intimidate the officials threats and obtain some gift from them, and the real reason why nothing comes of them, is that they are "pacified" with food or money before the dreaded date. That they have not entirely left Tientsin however is shown by the fact that six were arrested on Saturday last. The British, American, French and German Minister are said to have seat in an ultimatum giving the Chinese Government two months to clear the provinces of the ricters, and to show the spirit of the Government concerning them I need only quote the following paragraph from a letter just to and froin Shantung:-
The way in which the Governor of Shan--1880-Hongkong Polo Club established. wag is hampered in his purpose to suppress the Boxers is well illustrated by a secret onder which goes under the name of Ting-chi,” "special order" from the Palace. It runs, In. reply to the Govenion of Shantung why reports that he has found it necessary to repress the Patriotic Boxer Society with a strong and heavy hand, we remark that it cannot be expected that such a simple people.can know that they have done anything amiss. If the strong hand is manifest will there not be a permanent grudge against the Governor? We assure the Governor that if future trouble arise, he himself must bear the consequences. Let the good people he dealt with in a merciful and generous way to the benefit of all. Respect this." On the strength of such a private suggestion, it is not strange that the provincial Judge is wholly apposed to the Governor's policy. However as he has been appointed full Governor lie can and matters slowly to his own ideas of repression. It is true that now there is no trouble manifest anywhere, while the process of arrest and punishment

Much speculation has been rife as to why
the men-of-war came up. Some of the officers
have expressed the opinion that their trip north was occasioned by some telegrains in a Hong- kong paper, I believe the Hongkong Telegraph, at which your correspondent smiles. It seems they fully expected to find us panic stricken and felt hoaxed to see everything going on the same as usual. It is curiouis how few people believe in the merits of prevention as opposed to cure! Everyone is very well pleased that they are up here however, and I helieve the Ministers, are utilizing their pre- sence to enforce various other sunall matters in addition in the Boxer question. Pritchard Morgan has arrived here, and hurried on to Peking directly. His concessions in Coren are sound I believe, and the best
