The moral effect of the earliest victories was invaluable. Mr. Hofmeyer, the Bund leader, is believed always to have dreaded this conjunction, which must deprive the Dutch secret confederation of political captains on which it counted.

Yesterday, says a recent issue of the Aagoon Timer, we published a letter from Dr. Ronald Ross giving some further paniculars of the malaria mosquito. He says it will take some time for the public to get the mosquito theory into their heads. There can be no doubt about that. It is not, however, because theory is very intricate or deeply scientific; it is the simplest iden imaginable. Shortly put, the theory is as follows. The malaria microbe has its habitat in stagnant pools. The mosquitoes carry about with them the malaria microbe. The mosquitoes jusculate human beings with the malaria microbe when they puncture the flesh. Thus are malarial fevers caused. Now for the remedy. As the mosquitoes are, as were, the transport service of malaria, in order order to cripple the disease it is necessary to attack the mosquitoes. Without the help of the mosquito the malaria microbe cannot move. So to destroy the means of conveyance, is 10 render the microbe harmless Dr. Ross's theory is to go for breed. By exterminating them root and branch, the stagnant pouds, where the mosquitoes

the malaria microbe will be rendered that is, the grubs and the Young ad fclpless Apparently all that is necessary to encompass their destruction is to "doctor" the pools with kerosene oil. It is suggested that the more dangerous pools should be drained. Dr. Ross is of opinion that in this way the malarin in Sierra Leone-a place which perhaps has the most evil reputation in the work for malaria-- can be got rid of at almost no cost and with a little energy. Laymen must be excused without winking the for not swallowing mosquita theory when it has not Fally admitted as yet in scientific circles. In fact there are some doctors who have had considerable experience of wafaría in all its CLAIM FOR WAGES BY THE MASTER OF THE forms who smile at the mosquito theory, and

YACHT A

say that it is the natural production of the microbe manta." But even if it is admitted that the mosquito is the medium through while inalaria is cunveyed to human beings, it is very doubtful if the ilestruction of mosqui. toes in malarial districts can be accomplished so easily at Dr. Roes believes. All that is necessary, he says, is to "doctor" with kerosene oil the stagnant pools and drain those which are the most dangerous, and he is of apinion that trifling amount of labour and money. He this can be accomplised at the expenditure of a

would not say that if he had any experience of the malarial districts in this part of the world with their swampy and low-lying lands, acres and acres in extent, overgrown with jungle, and to "doctor" which with kerosene would try the resources of the Russian oil springs at Batu and which it would be impossible to drain. If it were possible to drain malarial districts and to disinfect with kerosene oil the stagnan: pools, these sanitary measures alone, without any reference whatever to the mosquito, would be sufficient, we take it, to ensure the departure of malaria. It is not our intent on, however, to cry down the mosquin theory, which may he perfectly correct and eminently scientific In common with every one else living in the tropics we only hope that a weapon has at last been forged with which to fight the deadly malaria, which in trepied countries carries off nore victims annually than succumb to all other disease taken together.

A CRISIS SWINDLE.

FOREIGNERS DUPED BY A LONDONER'S

At the present moment, while the fate of the Transvaal hangs in the balance and men of business are deploring the effect of the situation upon South African trade, more astute persons ar quietly rubbing their bands and taking advantage of the crisis.

For a war crisis is a time in the affairs of men which offers exceptional opportunities for the rapid accumulation of wealth, and the far- Dosing man turns a dishonest penny at the expense of the credulous world. Mr. Gordon is coining money out of the Transvaal crisis.

Who Mr. Gordon was before the crisis began, and what his address will be after his

ingenious method of money-making has been publicly described, belongs to the order of things which are "wrop in mys tery." But there is no doubt that Mr. Gordon is a bold, original man, and that he has been carrying on a game, which proves that he grasps the full inwardness of the present situation.

He has noticed that a certain section of the British Breas decries the martial spirit of the natlon and that foreign newspapers exult in the imaginary feebleness of the British Army. He LAID HIS PLANS accordingly. He decided to make a judicious use of the foreigner's belief, in the parlous state of the British Empire when threatened by the angry Boer. The little England Bress had sown the seed, and Mr. Gordon saw that the time had come for reaping the harvest.

THE MOVEMENT OF THE CHANNEL SQUADRON,

NEW YORK, October 24th.-

A dispatch to the Tribune figm London saysThe sailing of the squadron to-day for Gibraltar is nhw regarded by the keenest absorvers as an indication that some unexpected attack upon British interests is possible. The magnitude of the preparations for war, which are out of all proportion to the requirements of the military situation, can be adequately explained on the theory that the Government tempted to seize the opportunity for striking a suspected that some great power would be sudden blow or carrying out a deeply cherished policy.

POWERS MAY PROFIT BY TRANSVAAL WAR,

NEW YORK, October 23. A special to the Journal from Washington says:-The State Department a few days"ago" instructed its diplomatic and consular officers: throughout the world to send daily reports of the international situation as it develops. The War Department sent similar word to the military attaches in European countries and the Navy Department communicated, the same instruction to naval attaches abroad. Reports have arrived daily since. The State Depart ment is convinced that a European crisis is impending. The indications are that not only f
