AFFRAY AT HONOLULU,

HONOLULU, August 15th.

United States soldiers charged bayonets oh the Honolulu police last Friday, and the police drew their clubs and defended themselves. A bloody, affray was narrowly averted. The soldiers were from the 'ransport Indiana, which arrived August 10th, and sailed for Manila the next day. They wore under command of a lieutenant believed to be Lieu tenant Wallace, though he gave his name as Freeman after the affair was over. But there is no such Lieutenant on the Indiana,

The police arrested a soldier for drunkenness and were taking him to the station when the provost guard came along, and asked that he be released to them, promising to take him to the steamer. The request was granted, and ho was given up to the guard. A few minutes later, however, the guard allowed him to escape, and he was shortly arrested by the same polite officer, who had arrested him in the first instance. The piovost guard again asked that he be released to them, but the Licareriant of police in charge insisted that he be taken to the station and released from there.

An altercation ensued and about thirty soldiers nade a rush for the policeman, who by this time had been re-inforced by two others. They beat the crowd off with their clubs and were pro ceeding with their prisoner to the station when another provost guard, under command of Lieutenant came along and demanded the release of the prisoner. An attempt was made to explain that he would be released at the station, but the Lieutenant became abusive and threatening and insisted upon his im mediate release. The police not complying, he ordered his men to fix bayonets and change the police. This they did, but the police drew their clubs and parried the thrusts and defended themselves skilfully and pluckily, at the same time moving toward the station, which they finally reached with their prisoner. There, after some explanation, the soldier was released to the guard, the Lieutenant acknowledging that he had been hasty and in the wrong.

FROM ALL QUARTERS,

A millionaire has failed in St. Petersburg, a M. Vonderweiss. His capital was estimated at between fifty and sixty million roubles, but after his debts are paid he will scarcely have six million roubles left.

The Rome correspondent of the Daily Mail asserts that there have been several cases of bubonic plague recently at Palermo and Na- ples, three or four ending fatally. All possible precautions are being talien, but the newspapers do not mention the presence of the disease in order to prevent public alarm,

The

The Courrier due Sair, says: amnesia with which the Czar has just been struck stems to indicate a dangerous mental situation. Emperor Nicholas is about to go to Darmstadt with the Empress and he will con- fide the regency to his granduncle, Nicholas

• Michaelovitch. During his stay abroad the Czar will undergo the operation of trepanning, the result of which is uncertain, despite the progress in surgical science. We may not, therefore see our sovereign ally in Paris" The disallusions of the Czar since his accession to The throne are recalled and the paper points out that the dynasty of Nicholes I will become extinct if he does not recover from his afflic tion. Inquiries, indicate that this paper's platements are considerablý exaggerated.-

Simple copying clerks are also vainly sought for at 7,500 marks Balaty;

The U. S. War Department has contracted for a powerful movable searchlight, which, upon delivery, will be immediately sent to Manila The searchlight will be mounted on the in- trenchments and used at night to light the surrounding country. The use of the light will, army officers say, prevent any surprise. Wire- less telegraphy is also to be used.

Considerable alarm was created recently by a man throwing a letter into Queen Victoria's carriage as she was driving" inte Osborne, Isle of Wight. A rumour spread to the effect that the letter contained an explosive, but this turned out to be false. The police arrested the man, whose letter was only an appeal to Her Majesty to secure for him a new trial of a civil suit which he recently lost. The

prisoner was found to be a German, who was not aware that his action was against the law, As it was evident that he had no intention to do harm the man was released. The Queen was surprised when the letter folt is her lap, but she betrayed no alarm,

Prague (Bohemia)-At the end of last month serious disturbances have taken place at Grad litr, a town fifteen miles east of Koniggratz, 'due to racial differences between the Czecks and Germans. A detachment of gendarmes,

who are guarding the municipal buildings, were stoned from an adjacent public house. They were unsuccessful in the attempt to clear the house of their assailants, but made several arrests during the night. The gendarmes charged the mob with draws swords, the result being that four persons were killed and others were injured; The troops and furthera on forcements of gendarmes were sent to the scene. of the disturbances, and eventually quiet' was restored.

THE RUSSIAN CALENDAR.

"It is officially stated through the Depart ment of State of this country, says The Rail tay Review, that the Russian Government has decided to abandon the Julian enländae And adopt the Gregorian, now in use all over the world except in Russia and Greece. A commission of sixteen members, including nine astronomers has been appointed to arrange the details of the change, and it is the interion to have the new calendar go into operation in the year 1991. As readers will understand, the Russian calendar is now twelve days behind that in univéreal use. A potent cause for the change is stated to be the confusion of dates, La correspondence and business transactions between --Russians and cllikens of foreign Countries".

THE HONGKONG TELEGRAPH, TUESDAY, SEPTEMBER 26, 1899.

"TIMES". CRITIC ON MR.

NORTON-KYSHE.

LEGAL CHRONICLES, OF HONGKONG (UNWIND)

The little island of Hongkong was ceded by China to Great Britain less than 50 years ago; its area, before the recent accession aft

territory on the mainland, was less than 30. square miles, and its population even now is probably less than 250,000.

o.. Yet Mr. Norton-Kyshe, Registrar of the Supreme Court of the island, is able to fill two large octavo volumes,

containing nearly 1,400 pages, with The History of the Laws and Courts of Hongkong. The title, a becomes such a work, is very much longer than this, and one contemplates the whole with the amazement with which (as Macaulay wrote of a similarly portentous work) Gulliver saw in Brobdingnag corn as high as the oaks in the New Forest, thimbles as Inrge as buckets, and wrens of the bulk of turkeys." A small volume, or a couple of articles in a legal magazine, might have been usefully devoted to the his- tory of the efforts-which were finally crown. ed, with success apply British law and the general principles of British admini- stration to an essentially Chinese community. placed so close to China as to be physically part of that country, low the difficulties of dealing with a population always stubborn in its therence to ancient cusurus, and, above all, how the enormous difficulties of environ ment were overcome would be an interesting story, which one in the position of Mr. Norton- Kyshe should be able to tell. Unfortunately, he does not tell it in these volumes or, if the tale is there, it is lost in a wilderness of details living person. Many of no importance to pages-probably lundreds-are filled with the deinits of the violent quarrels of governors, chief justices, attorney generals, barristers, and

officials of all sorts. ~ What have these tales of

ancient wrong to do with the history of the laws and Courts of Hongkong? It is a relief to turn from what these people said about each other to what they did. They introduced onder aml law in the colony they made of the barren and pestiferous sock one of the great trading marts of the world, and of a peculiarly stiff-necked and lawless population. who for generations had carried or piracy as traders. It is difficult in this colossal chronicle a trade, a peaceful and loyal community of of small-beer to follow how this was done, and the task is not matte casier by the author's fashion of giving an elaborate précis of each paragraph in the margin as if it were a State paper of vast importance. We should not part from the book, however, without mentioning the labour and industry of the author; he has carefully examined all the published official despatches and all the local journals for 30 years past, and apparently all the files of 7he Times for the same period. That the public at home were even at the time thoroughly disgusted with the episodes so carefully chronicled now in cold blood by Mr. Norton-Kyshe is shown by the expression in one of the leading articles in The Times, quoted in the volume, that "the Supreme Court of Hongkong-is-the greatest- nuisance in the East." It is only fair to add, also, that many old residents of the Far East will probably read with interest a book which will recall many strange incidents in the stormy youth of the British communities in China and Japan.

RUSSIA AND JAPAN,

The Rossija is showing great concern with regard to Russia's position in the Far East, and Japan. In its opinion the line of action for both Powers is clear enough Russia with- drew of its own accord from Karea, so that the country might be left completely open to Japanese inituence, and also that at the same. time the Japanese might undertake the task of doing battle with the influence of the Powers of Western Europe and of North America in the Kingdom of the Rising Sun" If Japan could at no great cost become mistress. of Korea it would be satisfied and content, and would cast no longing eyes upon the mainland of China, and certainly not upon poor Manchurin, which Russia needs. Japan will here say to itself that in the time necessary for establishing a firm foot in Korea for the purpose of seizing other territory, Russia will have com- pleted the Siberian Railway, and will have or ganised Manchuria with its population of 20 millions and that then it will be extremely difficult to pick a quarrel with Russia. There fore, the chances are that Russia and Japan will perceive their mutual interests, and will ship in the Far East." thus be able to work together in perfect friend-
