his life The prisoner had written a letter in Second reading of the Naval Works Bill, Shri Ranjitsinhji.. It is this way. The inte shrunk to at least numerical insignificance.

Our public men have sometimes a good deal: to put up with Professor Dewar was compelled to seek protection at Marlborough-street re- cently against an excitablo person, of whom he had absolutely no knowledge, for threatening which he said that he had been persecuted for two years by electricity and called on the professor to stop it. In another letter he threa- tened to sacrifice his last drop of blued" for redress. He is to be investigated under ce mand, Another excitable person at Bow-street applied for process against the Prince of Wales, the Attorney-General, the Posimister-General the Duke of Devonshire, Lord Sheffield; and others, for having done hun out of the respec inble sum of ciglir millions sterling. The magistrate gravely accepted piles of documents and proniised to look into it.

Tke · Orlando's ""Steam Trial.. It is surely desirable, says the Army and Navy Gazette, to avoid running steam trials in the tropics, as will be judged from the effects recently produced upon the engine-room staff of the cruiser Orlanda The vessel left Singapore on May 38. --The weather was oppressively hot, but a steam trial was necessary under the regulations, and the officers cannot be blamed for the result. The trial was not half over before nine stokers were struck down by heal apoplexye Some of these men remained insensible and in danger for many hours, although no effort was lacking on the part of the medical officers. The senior engineer was also overcome and remained on the sick list for a fortnight. Ultimately the trial had to be atualened.

H.M.SVengeance The first-class battle ship, Veprente was launched on 25th, alle, at Barrow, in the pre- sence of an immense crowd numbering at least 40 poo. The Vangene which has been designed by Sir William White, Chief Con^ troller to the Navy, is of the Canepa class, und when fully equipped will be a formidable addition to the Navy. She is the first battles ship or cruiser that will be supplied with all her armaments by private builders Vickers Sons and Maxum. July 25th Mr. A. Chamberlain moved the explaining that the measure authorised the commencement of works which, when com pleted, would east, 13,600,000. It sanctioned an expenditure during the next two years of £3,100,000, in addition to a sunt already provided, and gave borrowing powers to the extent of £3,161,000. The Admiralty proposed to construct, at several naval stations at home and abroad, incks which would be capable of acccommodating the largest and most powerful ships, in, the Fleet. He admitted that the progress of the work, especially in the initial stages, had been less mpid than they had hoped, but this was partly due to changes of policy in regard to some of these works, as in the case of the Gibraltar Dockyard and the case of the Hongkong Extension. In the case. of the Hongkong extension and the Royal Naval College, tenders would be called for during the present year. With these excep tions, contracts had now been made for all the works included in the previous Acts. The last proposal made in the Bill was for the construction of a dock at Hongkong. Recent events had greatly in creased the importance of that part; bist, with the exception of that at Kowloon, there was no dock nearer than Sydney that would take the four largest ships of the British Squadron in Uhinese waters, and none nearer than Bombay that would accommodate the next two. It was proposed to built at Hongkong a deck $50 ft. in length, 95 ft. in breadth, and 30 It. in depth (hear, hear. He thought the House would see that the proposals made in the Bill were the result of a careful survey of the needs of the Fleet and the forces we were obliged to maintain in different waters, and of the accommodation necessary for their safety and efficiency,

Lord Charles Beresford said that, with regard to Hongkong, he had examined the plans narrowly, and more workmanlike or efficient proposals lic had never seen, and for the amount of money which it was intended to spend there, he thought it would be of immense service to the Fice. With respect to Wei-hai-Wei, his mind had entirely altered, because the policy

of the Government had altered.

The Rossija is showing great concem with regard to Russia's position in the Far East, and discusses the relations between Russia and Japan. Its opinion on the line of action for both Powers is clear enough 1-2" Russia withdrew of its own accord from Korea, so that the latter country might be left completely open to Japanese influence, and also that at the same time the Japanese might undertake the task of doing battle with the influence of the Powers of Western Europe and of North America in the Kingdom of the Rising Sun.'
