Probably there was no foreigner present yrs. terday morning at the last meeting of the Municipal Council, but experienced some feel ing of regret at the termination of the foreign Council's explence. The feeling is a perfectly natural one, and is, indeed, Inseparable from all functions where the old gives place to the new, where the powers which have so long been exercised are, resigned, and a new ender of things is inaugurated. Even those who have long recognised the justice of Japan's claim to have full control over all parts of the land which is ruled by the Emperor, no doubt experienced some qualms yesterday morning, and though common sense, experience and plain reasoning fight against this feeling, time alone can bridge over the gap which lies between the old and nes. We sympathise to the full with the feel ings of those who have been steadfastly opposed to coming under Janese jurisdiction, but at the same time we also sympathise with our la- panese friends who have so long laboured to bring about this new condition of affairs. Nor mast it be concluded that, because our sympa thics can be extended to both sides, we have adopted the policy of sitting on the fence." Our readers have long been aware that we recognised the justice of the Japanese claiths to Treaty Revision, but that we upheld the Revision of the Treaties on a fair and equitable basis. Japan herself could claim no more. Adanitted as she is now within the comity of the nations of the West, she must conform to Western ideas. Her laws must be administered with due regard to Western practice, and she must afford such protection to Western nationals as her own nationals would find and do find in Europe and America. At the same time the foreigner must that the Westernising of Japan dates from a very recent period, and that although the utmost readiness and facility is displayed in absorbing Western idens, there must yet remain a large proportion of the population who have not been affected or who have not participateil in the march of progress. The willingness of a people to change its laws, to inaugurate a réime of enlightened government, is no doubt half the battle of civilisation, and the fact that the ma- jority of the Japanese have shown themselves so ready to welcome Western civilisation has, gone a good way in bringing the new order of

Ignorance, and the superstition and bigotry arising out of ignorance, there must be for a good many years to come. The anti-foreign feeling will remain among a certain class in spite of the Imperial Rescript, but it is a class of which no notice need be taken, as it has, at present at any rate, little, if any, in fluence. It is not the class which includes the intellectual and unprejudiced part of the popula- tion, and it is not the class which has any real power in the government of the Empire. The governing bodies have all through the recent changes displayed a tact, an openness of mind -and a discretion which does them great credit,

and is full of promise for the new order, of things. And it may here be noted that should they have taken up the very contrary position, should they have refused to listen to all the suggestions thrown out by the International Committee, they would have been quite within their rights. This receptivity shown by the authorities is, we repeat, of great promise for the future, and it would be displaying a spirit unworthy of the great nations to which they

if belong if the conciliatory mood of the Japanese authorities was met by the various foreigners resident in Japan in a spirit of distrust and suspicion. But if, indeed, this spirit of distrust and suspicion, exists, it lies entirely in the hands of the Japanese authorities na to whether it shall continue. They can dissolve it by adhering strictly to the promises they have made,by assuring to the foreigner that safety of life and property which every well-ordered community grants him, and by meting out to him an impartial measure of justice. If the Japanese do this, any distrust and suspicion which exists will soon fade away, but they must be prepared to be criticised, and if the criticisin at lines appears querulous and strained they must be prepared to make allowances. To Lake up the metaphor used in the bending to this article, we must say that the Settlement is the old house under new management. The house has been excellently managed in the past: M. de Lucy-Fossaried paid an eloquent tribute to all the old managers in his speech yesterday morning, and we feel sure it was well deserved. We hope and anticipate that the new managers may be as successful, and that" the prosperity and development of the past may go on increasing es rapidly in the future as it has done in the past

On the and of May a named Wang Eui Soo, found his way into the palace, and claimed to be the proper person to occupy the Throne of Korea. He was immediately placed under arrest, and after some examination by the then Com missioner of police it was decided that the man was mad and he was released, this coming to the ears of the Government he was re-arrested and placed upon trial. According to the man's own story he heard a voice from heaven telling. him to go and claim the throne, but as hanging is fashionable just now in Korea it was ordered that he be despatched in the regular way.
