THE TSAR'S MESSAGE.
In these days of war and rumours of war we are becoming used to surprises, but cer tainly, since the KAJSAR's famous JAMESON RAID telegram, no message has been so totally anexpected as has that of the TSAR to Prince Louis NAPOLEON. In fact the message amounts to an expression of disapproval of the Republican Government of France and a wish to see Prince Louis

The further hearing of the witnesses for the prosecution was resumed this morning. RUSSIA AND FRANCE,

WEATHER REPORT.
The Observatory report says, On the 25th at 11.55 am. The barometer has risen moderately on the E coast of China, slightly on the S. coast. The depression is probably moving Eastwards along the S. const of Japan. Gradients slight on the China coast.
It will be remembered that that kiely alukong brought a charge of assault against Major Long and on account of this assault the British officer was fired at the Magistracy. Yesterday the lukon had the pleasure of standing, in the dock himself; charged with a similar offence
committed on a Chinese messenger.
From, the evidence, it appeared that a coolie had been sout to Inspector McNab with a letter. The Inspector was out at the time, and the inessenger, When brought before the the lukong, without any provocation, assaulted Inspector, and remonstrated with, the lakung said he did not care a fig for him,
He was therefore brought before the magi strate, and charged with the assault and shown that he had not yet quite reached an eminence from which he could set the laws of the land atriefiance. He was fined $3, as a lesson to keep him from having too high an opinion of himself.
"PROMENADE CONCERT.
A promenade concert was given in aid of the Lady's Hospital fund by the members of the Royal Welsh Fusiliers Variety Troupe last night at the Volunteer. Head Quarter Parade Ground The grounds were decorated by strings of Chinese lanterns strung between the luup-posta surrounding the green, and a stage had been erected in front of the main entrance to the Institute. By the kind permission of Major Morris, and the officers of the regiment, the band was in attendance and played some of the accompainments in the singers, while piano was provided for those who so desired. The concert was largely attended, members of all the different European com munities being represented, and many of the fairer sex also graced the occasion with their, presence, and seemed to thoroughly enjoy the good things that had been provided As will be seen by the programme attached, both senti mental and comic songs were given, all of which reflect the greatest credit on the clubandon Lieut. Walwyn, who, being a vocalist of no mean ability himself takes great interest in their welfare. The Welch Glee Singers, a voluntary band, under the direction of lie. Ladwick deserve special mention, their rendering of Wald Fy Nhaden "or Land of my fathers" the Welch national Anthem, that is always played by the band, when playing at the mess, before "God save the Queen," was in perfect they received. Coming as it does at a time when the Peace Conference, proposed by the TSAR, is sitting at The Hague, the message arouses grave doubts in one's mind as to whether the Tsan could ever have been really sincere in his Peace Proposals, or were they, merely made with the idea of keeping the Powers employed for a time, in order that Russia might prepare for soine long cherished stroke without outsiders suspecting that anything of the sort was about to be sprung upon the world? How can such a message, calculat. ed to stir up rebellion against an established government, be compatible with universal pence?
