i have noticed complaints in the Telegraph from time to time of the blunders committed by the Post Office staff in Hongkong, but you do not suffer as we de liere. A few weeks ago a postman was arrested in the country for des- troying a large number of letters which had been entrusted to him froni delivery. Another case has now occurred in Tokyo, it being as certained by the Post office officials that a letter-carrier had destroyed or thrown away 730 letters and 21 post cards to avoid the trouble of taking thein to their proper destina tions." I saw it stated in a paper the other day thai 50 per cent of our letters go astray, and although that estimate appears at first sight scarcely credible, yet if one man makes away with a total of 751 letters and post cards it is by no means beyond the bounds of possibility trust the culprit in this instance will receive an exemplary sentence.

There is nothing that is likely to cause so much trouble in the future, however, as the rigid manner in which subordinato officials ad: here to their instructions or to the letter of the law. The Japanese junior officer appears have no idea of taking a common-sense vic in an emergency or an exceptional chee.
