We must congratulate our evening con- placed the facts of the very strict censorship exercised over all press and private messages despatched from Manila before the public. We do not for a moment wish to be understood as stating that Censorship in any form is objectionable, for we do not think so; a fair and liberal censorship, judiciously exercised, can do no harm and will tend to discourage alarmist Fand exaggerated reports of occurrences being despatched which might serve party ends and distort facts for the benefit of one particular party or class. There are always men to be found who, having their own ends to serve, vill be only too ready and willing to furnish one-sided reports and so paint matters as to suit the particular tastes of their employers, and it is against these men that a press censorship should, in our opinion be primarily aimed. We cannot see why facts should be suppressed. They must became public sooner or later, and by allowing the true state of affairs, to be made known at once the American Authorities in the Philippines would save themselves endless trouble in the future.
IGNORANCE TO BLAME
As we have frequently taken occasion to point out, the whole blame of the present situation in the Philippines may be justly attributed to the fact that the American people are, as a whole, woefully ignorant on the subject of the Philippines and the Tili-
