Did the Government act fairly with the Volunteers? No! Flad they done so, there would be no trouble whatever in getting men to volunteer their services; not fifty, but hundreds would most willingly come forward. Up to four n'clock this afternoon only five names had been sent in to the, Sanitary Board, Office of persons willing to assist in the work of house to house visitation.
THE FOURTH OF JULY IN SHANGHAI:
The glorious fourth was celebrated heartily but quietly in Shanghai. The men-qGwar in harbour of all nationalities and the P. & 0.S.: Ballaurat and several yachts and merchant, vessels were decked with flags from stem to Stern, the Stars and Stripes flying at the main. The same flag, which is flying this year.for the fit time over sevem new possessions of Uncle Sam, 959 flying at the U.S. Consulate Central and over several houses where citizens ofthe Great Republje do business.
