Returning From Port Arthur.. During the past year quite a number of native artisans, masons, masons especially, have crossed over from Shantiing to Port Arthur, and not a few are returning in state of disgusted poverty. They make no complaint against the Russiane, who while strict in regard to keeping order on the streets, and not permitting alterations or other mis demeanours theroon, yet treat law-abiding labourers well.
