SHANGHAI RATEPAYERS'

* MEETING

special meeting of the Shanghal ratepayers. was held in the Municipal Board Room on The Zoth.

Consul General Mr. Byron Bronun C. M. G. was voted to the chair, and Mr. WE Leveson was appointed the secretary of the meeting.

The first resolution put forwant, by the Council amending Land Regulation I brought forward concerning the Settlement Extension, did not give rise to any comments and was carried unanimously?

There was considerable discussion however, with regard to resolution 11, many ratepayers, giving lengthy remarks on the question. The Council's finances were also attacked by a couple of speakers, who made it appear that grave doubt existed as in the right doing of that' body. The Electric Lighrquestion, although of great importance failed to meet with much interest from a part of the ratepayers present. Much more discussion would have ensuell had it not been for the remarks of a ratepayer who wishing everyone to know that he was present very quietly stated that it was too hot an afternoon to deal with any criticisms and proposed that the nmendments put forward by a couple of ratepayers he voted against.. It is needless to add that the gentleman was moved out of order. The amendments were thrown our and the original resolution by the Council was.carried unanimously.

THE SETTLEMENT EXTENSION. In the course of his speech on the extension, Mr. Fearon, Chairman of the Municipal Council

said,--
