THE PACIFIC CABLE BOHEME.
It now seems not unlikely that the Govern
ment may make some modifications of the stipulations made by them in connection with the offer, of an annud subsidy not exceeding €20,000 towards the projected Pacific cable The matter was brought forward, in the Hause
of Lords by the Earl of Aberdeen after the Board of Education Bill had been allowed a third reading, His Lordship pointed out that, it was felt in Coanda and Australia that the conditions: on which the Government offer was based were a great deal too stringent. He feared, there- fore, that the effect of the Government.com- munication would be to retard the carrying out of the scheme by want of confidence in its success. Once granted the principle of a Contribution, he thought the Government might have gone a lule further, not so much in the amount as in the manner of giving it. The Earl of Selborne, in, reply, assured the House that the Government had not the slighest idea of throwing cold water upon the project. They had undertaken to bear a full share of the annual burden, which had been suggested as appropriate by the colonies concerned, and at the same time not to demand any share of the profits realized. As to the conditions attached to the subsidy, they were merely of the kind which the Treasury made it. a rule to impose in such matters.

FOREIGN COMMERCIAL INTE- RESTS IN WESTERN: OHINA.
The British Consulat Chung-king, in a re port which has just been issued, says that the foreign countries chiefly interested in trade in Western China are Great Britain, the United States, and Japan. Besides our carrying trade, the great bulk of the import of yarns, piece goods, and woollens will, it is hoped, remain in the hands of British and Indian merchants, while we shall also have a principal interest in the development of steam communication and of the coal mines, while our merchants will also, the Consul thinks, take an increased quantity of silk, wool, bristles, feathers, rhubarb, and The chief imports from the United musk. States will be drills and kerosene, while there will probably be a large opening for American clocks and machinery, Japan will supply yarn, knick-knacks of all kinds, for which there is a very large market. The Consul regards the present trade as but a fraction of what it will became when the problem of making western China more accessible has been solved.

of Ans. Mr. H. Collins stated that mining in Core RAILWAY IN WESTERN CHINA. cotton flannels, tape, ribbons, and cheap foreign wall has been carried on for more than 3,000, if not for more than 4,000 years, and that the tin required for fixing the colours of the scarier cur tains of the Hebrew Tabernacle, and in making the brass for Solomon's Temple, as well as that used for the bronze weapons of Homer's heroes was pretty well certain to have been derived from the gravels of our West Country valleys, Having given the subject much consideration, Mr. Collins does not see how anyone could reasonably doubt that the conclusions set forth many years ago by Dr. Barham, afterward d by Sir Henry James, and also by Dre fece Smith in his most interesting book called the Cassiterides," and by the late Mr. R. N. Worth, in his Antiquity of Mining in the West of England," were substantially correct; and. that the Phoenicians of Tyre traded for tin in the West of England with the inhabitants of a group of supposed istands long before Solo- mon's Temple was built,

These latter lines would certainly pay well, for they would encounter no serious natural difficulties, and would tap a densely populated country abound ing with every form of natural wealth.
