THE HONGKONG TELEGRAPH WEDNESDAY, MAY 31, 1899.

CHINA PREPARING FOR WAH!

The Central Government has telegraphed urgent orders to the Viceroys at Nanking and Foochow to prepare for war but it does not indicate how the preparations are to be made, or what use any warlike preparations by Chins would be at this late stage. The orders, which have created great excitement in mandarin circles, will doubtless he made the excuse for wholesale plunder by the authorities. May be in the end a few shots will be fired when the allans land at Saninun and then the Chinese braves will skedaddle as sund. The orders are of course issued in view of the Italian ox pedition, and we learn that the Italian officers and men are greatly excited therent. But they need not be alarmed. We. who know the Chinese better, do not place much importance on Chinese war preparations. They are not like the Abyssians, are perfectly harmless, and will give no opportunity for glory to be won at the cannon's month. The orders, however, may cause local inconvenience to other tarm les people, namely the local navigators on account of the Nanking Viceroy having thought fit to include first of all in his pre- parations, oniers to sensive the buoys from the Langshan crossing and other guiding marks in this neighbourhood on the first suspicious movement of the Halina warships, China Chazelle.

TROUBLES.

In view of the fact that it has been the pracA BURMESE PRINCE'S, FAMILY, tice, in certain cases, to release convicted homicides who have been sentenced to con finement at Broadmoor, Sir Henry was advised to ensure Prince's "Incarceration for life by sending the letter to the Home Office, luit the actor declined to do so, and the facts have only been made public by accident.

REVENGE.

The report has reached Seoul that on the murning of May and an attempt was made to blow up with gunpowder Mr. Sin Tai-sik, the prefect of Yonan. Early that morning two charges of gunpowaler were exploded in the tireplace of the yameri, but no damage was done as Mr. Min made a rapid escape from the place of danger: No explanation is offered as to the motive for this attempt. Mr. Min is a recent appointee to this post and we had an interview with him a short time ago at Yonan, at which a little incident happened with may throw some light on the gunpowder pint. We sent our carts to him and awaited the usual invitation to call at the Yamsen. A runner soon appeared with the word that the prefect was very sorry but he was too busy to receive a call, We then went personally the yamen and found a crowd of Koreans with eyes glued to every cack and crevice in the

galics watching events transpiring within. From inside came the sound of runners chorus" and the

dall thud of paddies as corporeal chastisement was administered with parental faithfulness to some ovil doers. Soon after the prefect heard we were without he suspended the spanking operations and allowed spankers and spanked alike to exit. About half a dozen brutal-looking constables came plunging through the small gates and it was evident front their gait that are buke in dead earnest fad been administered, How they did swear and vow vengeance: Not on the prefect, of course, for that would have not been conducive to health, but on a certain Mr. Yi who was responsible for the insult to their dignity. We found Mr. Min slightly exhilirated by the excitement of the operation but he soon calmed down and we had a very pleasant con versation with him.--The Korean Repository.
