At the Chamber's annual meetings in the last three years 1896, 1897, and 1898, l' offered a few remarks in connection with the grave injury being done to trade by tlle insanitary condition of Hongkong, and, at the risk of wearying Members, I feel compelled to again direct pointed attention to the state of matters still prevailing and which are extremely unsuls factory. The terrible visitation of the Bubonic Plague in 1894 was attended with lamentable loss of lile and the most hurtful consequences to the general interests of the Colony. Since then there has been a recrudescence of sporadic cases of Plague each year and two somewhat extensive epidemics one in 1896 and the other in 1898. The deaths from Plague were: 36 in 1895, 1078 in 1896, 19 in 187, and 1160 in 1998, while there were 1,485 died in 1894 Besides this grievous mortality the general interests of the Colony are being seriously injured and the vast and growing shipping trade of the port suffers heavy loss inasmuch as Quarantine Restrictions are imposed at the present moment upon vessels arriving, from Hongkong at following ports-Saigon, Singapore, Java,
Rangoon and elsewhere.

We wish to call, particular attention to the tabulated statement of the Medical Officer of Health (Appendix No. 12) in which he states that in the Health Districts. Nos, 3 and 6 out of a total of 3,095 Chinese houses only 365 can be said to be in i fairly good sanitary condition. He further states that the balance, 2,530, are insanitary and have been classed into A., B, C, D,and their various defects are shown therein. In the
·· other health districts of the Colony, it ap- pears from his evidence that a similar unsatis Factory state of affairs exists. The Medical officer of Health in his Annual Report for 1896 shews that 3095 houses in the said districts represent 8,700 separate dwellings and cubrace a population of about seventy-two thousand inhabitants, and the utmost importance should be attached there to as the Report up to and including papa: 16 was and Unanimous Re- port and as there is perhaps no one who has. Had a more extensive or has a more thorough "knowledge of house property in Hongkong than Mr. Chater, Mr. Ede had a long experience and not only considered questions carefully but he was noted for his ability and impar tiality; while Mr. Jackson's views deservedly carry great weight."
The Sanitary Board in August 1896. applied to the Government to have the Public Health Ordinance amended and the Medical Officer, of Health's tabulated statement of 1st May 1897 shews that no more than 16 per cent of the Chinese dwellings in the City of Victoria at that time could be regarded as "in a "fairly good sanitary condition." Notwithstanding these facts and that numerous official Reports on the subject us well as the unanimous re- commendations of the Insanitary Properties Commission have been and are before the Government (who alone possesses the authority to act in the matter, yet up to this date the requisite Legistation has not been enacted which would give the Sanitary Board the power to put the City, into a thoroughly sanitary Condition and thus render Hongkong as far as human energy and ingenuity can make it the reverse of a congenial habitation for the Plague bacillus. It is true that a Bill entitled "An Ordinance to make further provision for the sanitation of the Colony and to repeal certain enactments of the Closed House and Insanitary wellings Ordinance. 1894 was read a first time on the 22nd November last of five months ago but the speech of the Hon the Captain Superintendent of Police introducing the pro- posed crude legislation was so condemnatory of the measure that nothing has since been heard of it. In respect of the important que tion of. Insanitation our paternal Government continues to indulge in the policy of "Laissez faire" or "drift," as former Governments did, and evidently thinks that everythings for the best in this best possible of all worlds.” Uni
