H.M.S. -" NARCISSUS,"
THE CRUISER'S COMMISSION," Within the last few months several of the "crews of Her Majesty's meti-of-war, gun and topede-boats have completed their commissions on the China station, and early next month the crew of H. ALS. Narcissum, will also leave for the homeland. On the 19th of November, 1895, the vessel commissioned at Portsmouth, with a compleinent of 37 officers and 450 men, and after "uneventful passage, extending over seven or eight weeks, the. "Narky," as she is pick-manied, drapped anchor in Hongkong harbour:
most of the As WZAM the ase with commissions of the other ships and crews departed, the appointment of the Narcissus hus arched to it many interesting, and what should prove readable, reminiscences, owing
the exciting events which have transpired in the East. For more than ball the, commission all, on «bourt" hare been'on the tiptoe of expectation, either as tó heing concerned in a war with other powers, or having to actually participate in a fray for the cuniatry they serve. Although "Jack" bas been eager for a tele, he has been compelled' to poker his disappointment and trot home with the poor satisfaction of having to guess at what "fun" he might have had had events turned out as was at one time probable.
The first steaming trip ended in the Narcissus anchoring at Chemulpo, where she remained for nearly three months, The feet at that time was assembled at Kornikoff Bay, and the Narcissus joined it there to participate in the summer cruise. After doing a little cruising she was dietatched from the flee. Daring the time of her detachment, she lost her captain | through drowning. The recurrence was a sat one indeed, and September? will "ever be | remembered, by those on board, especially by Captain Merce, the Marineofficer. Nows reached Hongkong that Captain Lang and a party weat away up the Fish River for a day's angling, and that when they returned they encountered a heavy sea at the munth of the estuary--a sen só turbulent as to cause the upsetting of the boat and the drowning of three of the crew nud the captain.

The people re presented by Dr. l'once have pronounced their last word: "The Philippines will become an American possession puly when there are no more Filipinos." Dr. Ponce therefore appeals to the Japanese people for their sanction of the cause of Filipino independence. The Filiping 18- vernment, however, is not unwilling to coine th an agreement with the Americans, as is shown by a paragraph in its message to the National Assembly on the 2nd of January, last ; "The Government will always acknowledge the pref ferential right of the great North American nation to the gratitude of the Filipinos and will study with special cure and affection the means of conciliating the interests of both nations as far as the definitive establishment of the independence of the 'lippines make such possible.
