The Chinese officials in Anhui are now busy in trying to organize a transport and commis sariat service for the projected operations in that province and the manager of the big likin station at Wei-pei has been very appropriately appointed to take charge, of this department. If there is anything to steal this is just the sort of Chinese official to make the most of his opportunities.
Altogether the outlook is very serious for the Central Government, which has to cope with 20,000 or 30/0oo armed and desperate men in the provinces named and has no facilities for moving even such miserable fighting forces as it possess. When it does occasionally get them within sight of the Rebals they are ofther inva- rinbly beaten or as certainly skiddadle to the Rebel side-China Gazette.

THE QUEEN'S VISIT TO FRANCE, It is stated that the French Government has stay of the Queen in the south of France. Her stay of the Majesty will, it says, land at Cherbourg on the morning of March 9, and will leave that town inmediately by special imin for Nice, vid Paris. The President will, in the afternoon of March 9, meet the Queen at one of the junc tions in the neighbourhood of the French capital. After receiving the visit of M. Faure, Her Majesty will continue her journey south- ward to Nice.

On the other hand, however, we learn from a telegram of a later date to the local sundarins from Nanking and Nganking that the Kuyang rebels have marched across the Anhui borders Into Honan and joined forces with the rebels of the latter province who number quite 19,000 fighting men. They bare, it is stated, also been joined by Shantung rebels and together make a most formidable army to crush. Nearly all the Kuyang rebels are armed with muskets obtained from raiding city magazines and those abandoned, by the defeated soldiery; but having in sufficient ammunition they are not expected to be very formidable with them unless sup plied in Honan.
AFFRAY AT TIENTSIN,
A somewhat serious affray, seems to have occurred in the Extra-Concession at Tientsin recently. It appears that the German Land Investment Company have employed some Chi-Chinese policemen to look after certain of their houses. The Yamen runners who make a considerable sur out of houses,ete have accordingly failed to derive any benefit from these particular establishments. They there fore reported to the Tientsin Magistrate. that certain thieves were taking shelter in these houses, but that in order to seize them it would be necessary for the Magistrate to go in person. The Magistrate accordingly made a maid upon the place with some sixty much, and seized the what was coming. Two or three of them were unfortunate policemen who had no warning of nearly beaten to death, and locked up in the Yamien, chained up in aeruel manner. One story has it that the Magistrate's chair was smashed to pieces by those who went to the policemen's assistance, and that a number of girls have been stolen from the premises and will not be restored until certain moneys are paid. As the policemen had uniforms on and were in foreign employ, the Magistrate had of course na manner of right to force his way into the premises, and should have taken the ordinary course of appealing to the Gerinan Consul.
During a marriage procession in Peking several women were attacked by a hand of armed robbers, who dragged them from their chairs, and tore off their clothing and jewels. The men in the procession not being, armed made no effort to protect the women.

It is stated that the extensive conl-held t Nanpiao, tapped by the railway between Shanghaikwan an Nowchwang, is to be worked by the British and Chinese Corporation.
RUSSIAN ACTIVITY,
It is reported in local mandarin eireles at Shanghai, that the Russian fleet has recently taken possession of an island, near Chefox, called Miao Tan,' and that this act, has already been protested against by the British authori ties.

A curious story comes from Soochow which on the face of it so closely resembles extortion that the difference is hard to be discerned by moral eyes. A couple of foreign residents of The steamer Yingkone, constructed Shanghai journeyed to the Paris of China in a Shanghai for the Chinese Eastern Railway Co..well furnished houseboat and on arrival and was successfully Lunched at the yard of the builders, Boyd & Co, Ld, on the 31st ulto.

Nanking dispatches state that the reballion in North Anhui is apparently very serious as Viceroy Liu is sending considerable reinforce ments to the 2,000 already on the scene of operations at Kuyang, and is further bringing up four or five battalions hitherto stationed near Chinkiang,

A telegram received at Shanghai from Peking states that the Empress 'Dowager has appointed

They then sent their cards to a wealthy Chinese resident, one as well known to Shanghai as in Scochow, and begged him to go to their boat as they had a most important matter to communicate. The Chinaman very properly hesitated, reasoning that the persons whose names were on the cards could not possibly have anything to do with him in anyway, and, further, that if the two gentlemen were. so anxious to see him they could very well call upon him at his residence. Winding that he would not came, application was made to the magistrate to command the merchant to visit the house boat and the official advised him to do, so and, apparently suspecting nothing, said in effect to the merchant; "You had better go, and see what it is." Why should 17" he replied, and very reasonably too. So after waiting another day the foreigners left for Shanghai There are other circumstances in connection with the affair which lead to the conclusion that there is something "fishy" in the incident. A tire occured on the morning of the rst inst. at 4 o'clock in an alleyway off the Rue de Pali. kao, Shanghai. It originated in a bathroom, the occupants of the house having gone to sleep leaving a large fire burning. Notwithstanding thic efforts of the fire brigade three dwellings were destroyed. By 6 clock however the flames were extinguished. The property is said to be insured in several English Companies.

HYDROPHOBIA AT SHANGHAI.
We (Shanghai Daily Press) are informed by a well-known resident that there is quite an epidemic of hydrophobia in a village off the Bubbing Well Road, and that, in consequence, an order has been issued to destroy all the dogs in that particular neighbourhood. It is also reported that there is a large black dog in the vicnity of the Seward Road, which attacks passers-by.
DISTURBANCES IN SIANGYIN.
The Universal Garetle says that a week or so ago the Governor of Soochow received an urgent report from the Kiangyin Magistrate saying that in the villages along the river bank. in secret conclave men have been assembling together and fomenting a rebellion. On the 26th uko. the Governor secretly ordered Lieutenant Colonel Chang and Sub Prefect Liu with forty soldiers to proceed to the disaffected rillages and they arrested three of the loaders, who were tried immediately by the Soochow Prefect but notwithstanding they were tortured they could not be made to confets.
THE YELLOW RIVER.
Α Peking dispatch states that H.E, L'Hung chang who has recently been busily occupied in determining and preparing for the conser vation of the Yellow River works in Shantung province, has been lately ordered by Imperial edict of the Empress, Dowager to return post haste to Peking, and was expected to reach the capital yesterday. It is stated that this has been due to the uncertainty of Foreign and Palace politics at present and the Empress Dowager appears to wish to have her old ad viser by her side when occasion arises. The post vacated by H.E. Li will probably be given to H.E. Hsu Ching-yi, Ex-Govenor of Kuangs tung, who was formerly Director-General of tho Yellow River, and is supposed to know something of river conservancy.

In the hospital at Adese Abeba attached to the Russian Mission he is continually watching the surgeons at their work. political-or the social world. Trade has been unprecedentedly good throughout, and promises in most departments to keep at least the same high level during 1899. The problem of the unemployed has not cropped up, and one trade
has been prolonged to an extent that bespeaks quite remarkable financial resource in both the capital and the labour concerned. Clyde shipbuilding is a fair index to the state of business in this country. For the year now closed the output has surpassed that of the best of previous years by many thousands of tons, and the work in hand-upwards of 500,000 tons is considerably in excess of the total pro duction of 1898 th Ireland events have also been quiet and no very remarkable incidents stand out in reviewing the year.
