Actually not an inconsiderable number of Chinese and Koreans have become naturalized as Japanese, as history shows, and one reason why the civilization of Japan has continued to advance from ancient times has been due to Japan's readiness to absorb aliens. When the new Treaties come into force, and foreigners come to reside in the interior, the Japanese should receive them in accortlance with the rule of the ancient Imperial Govern- ment, and also the later national policy of opening up the country and advancing civiliz ation which was adopted by the Emperor at the Restoration. The Kakumin goes on to point out how greatly England benefited in the past by offering asylums to refugees and encouraging foreigners to bring their talents and handicrafts to the island, and declares that a country can only prosper when aliens are treated Kindly and courteously and their re- sidence encouraged. The Tokyo journal says it does not mean to suggest that the interests of Japan should be sacrificed in order to afford a welcome to aliens, but when a hostile spirit is shown towards foreigners, it will be found that Japan will suffer economically as well as in other ways. In the omnision of the Kekumin, foreigners should not only be granted all the civil rights, not denied to them by laws or Treaties, but the provisions of laws and regul- ations which may restrict the rights of foreigners should be interpreted in the most liberal sense. It will be impossible to extend the glory of Dai Nippon unless a liberal and broad-minded policy be pursued in administration, encoung-

THE AMERICAN ARMY, INCREASE,
December 29th. The Democratic party in Congress proposes 10 limit the American regular troops to 30,000, with a temporary enlistment of 50,000 to guard the lately acquired territories.
A proposal was recently introduced into Congress by Mr. Alger, the Secretary of War. proposing the increase of the army to 100,000 men. Many members, however, thought that the increase ought to be limited to 75,000. A present the standing army of the United States numbers 3,000 men.
STRIKE OF GROCERS' ASSISTANTS. A generi strike of grocers' assistants has taken place in Paris. They demand a reduc tion in the hours of labour to 12 hours a day.

And the honour of this will belong to England. We could have shared in this lionour, for at the commencement of the Dongola compaign Lord Salisbury offered to give a written under- taking not to carry the operations any further than Dongola without an understanding with France, but M. Berthelot, for some inscrutable reason, refused this proposition. This is why France does not participate in the honour of founding a college at Khartoum.
