This commission should, we think, have been appointed months ago and would doubtless have saved all the present trouble and bickerings between the two nationalities of which we have heard so much of late. The freedom from outrage that has dis- tinguished AGUINALDO's Government of the provinces should go a long way towards proving that the Philipinos are capable of taking an intelligent interest in the conduct of affairs, have a considerable amount of administrative ability and are therefore qual ifted to have some voice in the government of the country. By the organization of their army and by the long stand which they were able to make against the forces of Spalo they have proved that as enemies they are by no means to be despised and this being the case it is easy to see that if the Philipinos can be conciliated without pre- judicing the claims of the Americans it is much to the advantage of all parties that such should be attempted. We think that the fact the present trouble is greatly due of the American authorities misunderstand ing the Philipinos, both as regards their claims and the state of civilization to which they have attained.

The Libertas was formerly under British colours- and named the Natal and it is the intention of Mr. Gaggino to employ her on the Annam trade. Her new owner will personally com- mand her for a voyage or two.

The International Commitee of Yokohama having addressed a question to the Japanese Office with regard to the Business Tax and Foreign Insurance Companies, has received the following reply signed by 3r. N. K. MitsuhashiHaving referred to the proper authorities the question mised in your note of the 10th inst, I beg to say in reply that, accord ing to the amendment to the Business Law Tax, Foreign Insurance Companies, having estimated tax based only upon their branch offices in Japan, are to pay amount of capital employed by them in this county-no matter whether the entire amount of their capital is registered or not; and that, in case of those who carry on insurance business-not as branch offices but simply as Agents of such Companies-the tax is levied not upon the amount of capital, but upon the amount of profit realized by them through such agencies." .....

INTERESTING SURGICAL
OPERATION.
A remarkable operation has been performed at Arras upon a young miner named Oscar Dufour who bad accidentally swallowed a five- franc piece. He got the coin safely down his throat, but it lodged in the stomach, and all attempts to get rid of it were unavailing. The patient was accordingly operated upon,. A large incision was made in his abdomen,. through which the stomach was carefully drawn by means of a wire. A small-slit was then made, just sufficient to allow the coin to pass, A ghastly story of South Sea cannibalism is and it was extracted without difficulty. The told by the Daily Mail.
