A FOREIGN, LOAN.

It is stated that the Government has decided to introduce into the Dici a Bill to raise a foreign and domestic loan. For this purpose, a Bill amending the Public Loan Regulations will first be submitted.

THE TEA TRADE. NA From the commencement of the season' down to the 31st October there were sold in Yokohama 20,263,900 lbs. of tea which realised a total of yen 5.706,324.29. Compared with last year this shows a decrease of 553,500 lbs. while there is an increase of yes 73,121.19 in value. - *

SERIOUS FIRE IN KOUE, Between three, and four o'clock on the morning of the 16th-instant fire broke out in a block of houses, at the south-east corner of the Sannomiya railway crussing. Before the alarm was given, the flames had got serious hold, and it was hopeless to try and save the houses fronting the Sannamya 'road Mr. Sim with the brigade was quickly on the scene, together with numerous Japanese brigades, and efforts were at noce made to prevent the fire stretching out to the densely populated district eastward Fortunately these clforts were successful, but ant before some fifteen or twenty houses had been destroyed. It was a pitiful sight to see the poor people standing in the cold by the goods they had saved, and to note the hopeless look on many faces at the loss of their little property.

STUDENTS FOR VANGIZE FORTY The Nanking correspondent of the Shanghai Daily Press states that Viceroy Liu has drafted a number of students from the Military College to the various forts on the Yangtze. They were subjected to an examination by the Viceroy previous to their departure.

THE NEW GOVERNOR OF KWANGTUNG, Lu Chwantien, the newly appointed Governor of Kwanging has left Shanghai for Hankow by the s.s. Klangyu, in order to consult on some business-of-importance with the Viceroy Chang Chit'ung. Eminerlistely on his retum he will proceed to Canton to take up his post.

FRENCH ON THE YANGTZE.

Private intelligence from official sources in Nanking has been received by Chinese in Shanghai stating that Viceroy Liu Kungyi has received telegraphle information announcing that eight French men-of-war are bound for Nanking. The Viceroy recept of this, it is aid, immediately wired to Coinmanders-in- Chief Li and Hunny to exercise the strictest vigilance at Woosung and Kiangyin and to allow no French men-of-war to pass the forts, Express orders have also been issued to com- manders of all forts and titary-atations Burrounding the provincial capital to be pre- pared for any emergency.

MURDER AT POOTUNG.

A band of footpads waylaid and murdered a farmer named Luk at Pootung on the night of the 15th inst., while the man, was returning home with a sum of $70 in his possession at a place called Luk Cher-che, three miles distant from the embankment. He was suddenly con- fronted by the depredators who demanded his money. This the farmer refused to give up, when one of miscreants stabbed the unfortunate man, who died in a few minutes. The thieves relieved their victim of his money, but were unable to make good their escape, the actual murderer being shortly afterwards caught by a detective and placed in confinement.

THE STANDARD OIL CO. According to native advices from Tientsin the Standard Oil Co. there have applied to the. Viceroy through their Consul for permission to construct a Kerosene Oil Reservoir at Tongka, and the Viceroy instructed the Tientsin Taotai to examine the place in conjunction with the Consul and ascertain if the construction of the proposed Reservoir would be detrimental in any way to the place or the inhabitants. On the 7th inst this was done and no obstruction being found existing the Taotal will report favorably to the Viceroy to permit the scheme.

PERING UNIVERSITY.

Son Chianai, the chancellor of the University of Peking, says the Shen Pae, has given notice to the effect that those candidates for admission to the University who have not handed in their accounts of official service duly stamped will have to do so within ten days to enable their names to be placed on the list of students to be examined prior admission. A copy of the rules and regulations will be issued to each candidate and those who cannot conform with: these are advised not to join, students desirous of joining will prepare their own pen and ink to be examined at the University, the date of which will be duly notified.

ANTI-CHRISTIAN OUTBREAK,. According to native reports Viceroy Chang Chihtung has been informed by wire that the Anti-Christian disturbances in Lichuan have been put down by the Ichang Lieutenent General Fu and that the ringleaders have been captured. However, another similer outbreak has occurred in Patunghaien a neighbouring district; mobs have destroyed the houses of Christians who, however, succeeded in escap Ing. The rebels are now planning to soite the city, and the Magistrate has implored the Viceroy to send him military aid, and Viceroy Chang has ordered: Lieutenant General Fu, who is nearest the contro of the disturbance, to quell the rebellion,

According to the Osaka Asahi, the opponents of the Bill for the Increase of the Land Tax are circuluing a rumour to the effect that the Government has commenced buying the votes of members of the Diet, the price per member ranging from Yoo to Y1,500.

-POPULATION_OF_JAPAN......... According to official returns just published in the official Gazette, the population of Japan at the end of last year was 43.238.863, including 21,823,615 males and 21,405,212 females, occu- pying 8,058,474 houses. These figures-show an increase of 520,599 in the population and also an increase of $3,625 in the number of houses over the returns of the proceeding year.

FOREIGNERS IN KOREAN SERVICE.

A DISSIPATED SECRETARY OF LEGATION.

It is stated that Mr. Ohara Kinzaburo, for unny years Secretary of the Japanese Legation in Paris, has been arrested on a charge of mis- appropriating twenty thousand yen of public money. The story told by the vernacular, news- papers is that Mr. Obara allowed himself to be beimayet into spendthrift habits, the attractions of the French capital proving too much for him,

and that he falsified his accounts from time to time until the aggregate of his defalcations reached the above sumOnly recently-how.. ever did the Foreign Office discover the fraud. Mr. Ohand's recall followed immediately, of course, and his arrest was effected on the ith inst.

FIRE IN TOKYO,

Early on the 12th fire broke out at the resi dence of Count Shimazu, Nihon-Euoki-machi Shiba, Tokyo, but the flames were put out be fore the conflagration had greatly spread Another fire appeared on the 11th at 3.30 am, at the house of a carpenter named Awami Yonetaro, in Odawara, and destroyed five build ings. The previous night some employés were working at the shop, and had left some live embers in the fire-place.

DYSENTERY. IN JAPAN.

The total number of cases of dysentery reported in Japan since its outbreak this year, up to the toth inst. was 99,335, with 22,199 deaths. Below.ave given the names of the prefectures where cases of 5,000 and upwards have been reporteil:-

RAISING RAILWAY FARES.

It is confidently reported that the fares on the Government railways will be raised shortly, It is proposed that fares for 50 miles and under shall be raised by 20 per cent., beyond 50 miles

COTTON YARN,

The total annual production of cotton yarn In Japan le generally computed at 650,000 bales, aud the home demand at 450,000 bales,. leaving 200,000 bales which must find a market abroad. These figures, however, appear to be inaccurate. The export of cotton-yas this year would seem to have already exceeded 100,000 bales, as the export up to the end of October amounted to 185,633 bales, while more than 16,000 bales were exported in November, Nevertheless, yarn quotations still remain at a figure that is too low to give much, profit From this the Asakt concludes that the domestic demand for yarn is smaller than is generally supposed

BHIPWRECK AND HEAVY LOSS OF LIFE The Tokyo Araki reports the loss of a Jap ancae fishing, junk and 41 lives, The vessel left Kaitorigata in Shiribeshil, some time ago, for the purpose of salmon fishing in the waters off Saghallen. Having completed her opera- tions, she commenced Her return voyage on the 28th of September, in the face of bad weather, and was wrecked in the neighbourhood of Nanatsujima on the and October, only two out of her crew of fony-three escaping. She had on board, at the time of the disaster, 400, kokie of salted salmon and 1,800 bags of salt.

NATIONALIZATION OF RAILWAYS.

The Political Commitice of the Liberal party has adopted a Bill for the nationalization of railways; and it is to be considered át a forth- coming general meeting of the Liberal mom.

The question for the Foreign Office merely is this, to see whether under the new arrangements England stands as she did before-with perfect freedom of trade in Sulu, Palawan, and Balabac. Is the condition of things between England and Sulu and its dependencies, Palawan and Balabac, to be continued as under the Protocol of 1877, or will there, under the new arrangements, be duties placed on British goods as there are now with the United States? Is England to lose something, and is there to be another graceful concession?

The Spanish have sought to assume sovere ignty over them often, but the British persis- lently refused to recognise the Spanish claim over the group, and in 1877 the Protocol was. signed accuring freedom of trade in Sulu to England and Germany, In 1878 Spain forced the Sultan to become her subject, and paid him a pension of $2,400. The Spaniards have a sctilement on the island of Suly, situated on an unhealthy swamp, and garrisoned by Soo soldiers, and there are smaller settlements on other three of the islands.

Before the grandfather of the present Sultan caine to the throne Raja Mahmud was re- cognised as heir to his father (the then Sultan). and was styled Raja Muda, when' Raja Mah mud's father died, the present Sultan's grand- father was chosen to act as Sultan till Raja Mahmud, then a little boy, should have grown up. But before the era of the British protectq- rate the acting Sultan was so firmly established that protest became unavailing, though the rival family animosity has not disappeared.
