A CHARGE AGAINST THE AMERICANS.

Admiral Covers, soon after the close of the war, complained to the American Government of the killing and wounding of a number of Spanish prisoners on board the warship Her. vard. The U.9. Government ordered the Judge-Advocate of Volunteers to investigate the allegations. The official has just issued a report In which he confirms the shooting, but says the Americans were fastlied in their action by the maiinous) conduct of many of the Spanish prisoners.
