‚was impossible' to expect. that we 'should' ba able to exclude the great Powers from participati log in the commerce of the East, but he thought -wo- should toplet that it should be upon the, urme terms as they had beca peralt,ed by us to share the open parta (Cheers) When he was connected with Lord "Eigla's Embarry he recollected the Rurilaz Mielster saying to Lord | Elgin that although Roula was at that time dependent upon English negotiations and polley, there might come a time when we should be dependent upon Russia to the same way. He thought, however, that we ought never to be dependent upon any Power for ost commerce la the Kurl-{appinase) and in his opinion the question resolved itself tato open ports for tha Commerce of the world. He trusted that bis connection with the China Association might be continued, and hoped to be able to be of some service to them in the fatura. (Applause.)
__THE__PRESS.
Sir Thomas Sutherland_next_proposed the toist af "The Press." The " Presi" wAS Z term of wide significance, and if he were to attempt to do full justice to the tomat it would be necessary to take a broad survey of the literature of the present day; he would probably start with some light and fivoldun works, such as the "Encyclopedia Britannica." One of the most Successful efforts of the Press to years had been directed to maintainleg the Integrity of the British Empir in every part of the world-(applause)~~and in promoting Commerce. Recently abey had received fall Reslastance from The Times Correspondent in Chion. He coupled with the tomat the name of Mr. Moberly Bell. (Applacic.)
recent
Mr. Moberly Beil, in reply, said that he did noi take the honour as a personal one j'it applied to that great institution with which he had been so long connected. He need not remind Sir Thomas Sutherland that it was not the man who happened to be the man at the wheel who deserved the credit of bringing the ship into port. Whatever credit was due to The Timis was dee to the men who, in every part of the world, were giving their time, ability, services, and sometimes their lives in favour of a master who was bever ungrateful, never ungenerous, and never blamed, (Applause.) With regard to the Press as a body, although they differed in polities, they all claimed absolute Independence. (Appianse.)

Mr. Gundry's me-THE-N. PS. 5. Co's steamer Heumonik- morandum concludes :--
shira-naited from Portland Or. for Japan anḍ Neltber, certainly, is thero muy jealousy of the || Hongkong on the 3rd inst.. new German Concessions, ` On the contrary,
the British community would, It is believed, view with satisfaction an extension of the principle. By a series of Incidents which the Committee of the Shanghai branch has laetdiy described, the area originally marked off for a British Settlement at that port has come to be treated as Cormopollian; the doyen of the Consular body (instead of the British Consal) corresponding with the Chinese Authoritler respecting its affairs. Britlab realdents feel this to be somewhat of an anomaly, and would be glad, probably, to ses a German Settlement marked off at Shanghai, If It' might n'd them to recover the exclusively Bilijsh status which they conceive to be their right. There is no desire to exclude residents of other than British | nationality, and equal commercial advantages are available to all. The fact that "the German firma havo ráfusedho come to the uusintance of Mr. W. M. Goodman, in proposing the health their Government" in developing the cances of the Chairman, Sir Wm. Des Voux, said that stops at Hankow and Tientsin tends, on the nearly nice years had elapred kloce his arrival-contrary, to prove a sense of contentment with In Hongkong us Attorney-General, when he their position that excludes any thought of bad the honour of serving under Slr Ww, Des International friction. Vœux who, at that time, occupied the port of Governor of the Colony. He could only most respectfully bear his humblé testimony to the able, zealous, and coniclenitans minner lo which he had devoted himself to promoting the welfare of that small, but by no means une Important, Colony-They deeply regretted the serious ladisposition which bad caused him to being his tenure of that office, for which he was so fitted, to a close. There must be many present who were better able iban himself to know how devoted Sir Wm. Des Voeux had always been, and the extreme interest he had taken in the ̄affalis of China-ibal country of vasi distances, enormous population, and mighty possibilities.

In Appendix D we bave the question of the French and Russian concenfoní. at Hankow, which have given rise to so many claims by British subjects who own, and in some caseS have owned for more than thirty years, plots on the ground now granted for the new concessions In-forwarding to the Foreign Office an able practs of these cases the Association suggested that the settlement might be wisely entrosted, if possible, to other bands. In acknowledging the document the Foreign Office stated it had for- warded the same to the British Minister at Peklog, remardng:-
It has been lell to him to deal with the matter the deems best, but Lord Sallsbury for his consideration sald ibat it would be desirable to approach the Russian and French represents- tives with view to submitting the whole question to the arbitration of soms independent tribunal or authority,
The cases are undoubtedly some-bat com- alicated and the tiles at times much involved (in one case the deeds call for more land than exists), but even if some documents are loose, local knowledge or common report, those who or defective, there is litle doubt from-actual have been in possession for many years and by whom land tax has been seld. We may sɗmit that some defecte in rigld tiles occur, but as the rest owners can be an easily ascertained, (the quesifan of some positble defecta in tile is one that should eminently lend itself to arbi» trailon, fastead of attempts at disposinsilan which would create ir Jasilco.

THE COUNT DE BEZAURES DEMANDS.
Sir William Des Vossz (who was warmly received) thanked them most sincely for their Indulgent reception, but was very concious of his failings, and knew that he fell short of bis own ideal. He could, however, take credt for doing his best within the limits of his bealth and ability. (Applause.) He desired to pay a further lulbutoto one to whom the best thanks of the Association were due, and to propose bls bealth-he referred to Mr. Gundry, the hon, sen. (Load cheers.) He could not say too much about what the Associa ilen owed to that gentleman, and only wished he was able to speak all he thought of his merits. He called upon them to dilok Mr. Gondry's health with all possible enthusiasm. (Applause): Mr. R. S. Gundry (who was received wilb grant cheering) uld he was afraid they would Eardly allow him to plead the stereotyped excuse for inability to acknowledge this very kiad. greeting as he would wish. He trusted Sh William Des Voeux would not think it implied poy failure to appreciate the courtesy of the compliment he had paid him if he venicred to say that this addtilon to the antborired programme reminded bles the well-knoWA "legend" of Xanthus. This wa age o! dial lasion-perhaps i would be mara up to date to any of broken records. "The Chinx Association was always breaking
• records. It broke one every year, in the numbers prevent at fis annual dlanets." But.the particular form of illusion which had been dis pelled to his case was the saying that an bonorary officer gets nothing but abuse. (Cacers)- It was tras ono member present that evening had spoken disrespectfully of the report as a three-volume novel; but he took that rather La compliment to the ingenuity with which topica so naturally dry as foland waterways, for examplo, were made interesting. With that exception his experience wis sa unbroken record of cordiality and support. Sir William Des Vanax was good enough to ascribe the success of the Association largely to him. Success in a great organisation like theirs was usually'a complex product. It was largely das, in their case, to the presence of knowledge, unanimitysted that Count de Bessure is practically by ble and good feeling among the members, and still more largely to the wise counsel-and ́sound Judgment of the Committee Portions of the _report_were the aulcome of these conditions.. Other portfoss were due to the frank communi. Cation, the readiness to afford information, the accessibilty and unfailing courtesy which they had encountered at the Foreign Office (applause)and which he was most glad to have that opportunity of acknowledging,
THE "WHITE BOOK." Correspondence-the White Book referred to mbore--- has been published for the information of members of the Association, pendlag the sp pearance of the annual report in February nex The first subject dealt with is the Political altuation, covering the period of the last cleven. months. One matter may be referred to this It the terms of the actual request by the Chfaese Government on the subject of the revision of the tariff, which was communicated by the Foreiga Ofica to the Association, It reads -
The Trung-li Yamin to Sfr C. Macdonald
April 7, 1898 Is the XXVIIth Arttele of the Commercial Treaty concluded between China and Great Britain on the 26th Jan, 1858, it fi prosted that "alther of the High Contracting Patties to this Treaty may demand a' further revision of the Tariff and of the Commercial Articles of this Treaty at the end of ten years, &c."
From the date of the conclusion of this Treaty up to the 3th, mann of the prevent'yaar, four, tame of ten years will have elapsed. This belag a considerable period of time, trado con ditions have altered, and a, revision of the Cord *mercial Articles of the Testy should be const dered, with a view to marling the requirements of the timer, and placing them on a completely satisfactory fooung,
On the 24th March the Yamdä memorialized the Emperor requesting the necessary authorisa» tion, which bus been granted by an Imperial The Prince and Ministers accordingly inform
Docrem
Sir Clands Macdonald that the noilce hereby. giren may be transmitted to the British Fareiza | Öffice and placed on record.
Later the Yamén and Siƒ Claude Macdonald wiil consult togather on the ́ zovialons (to' bu grade) ka the Articles of the original Treaty,
The Count de Bezaure's demands on the Vice-- roy, which it is reported he has threatened to enforce by the guns of the Darzartis are of socia a preposterous "uxture, that it would seem that the French Consol-General is trying to pick a quorrel with same ulterior objeci in view. Ho Aska for the whole of the Chinese Baud, and for territory to the south and west of the city thus making the Chinese city an exfave in the pro posed French Settlement. Then he asks for land on Pootung, where the French have no interezia- whatever, except av far as concerns missionary establishments, and hereafter a plece of territory to be as large in extent as the territory to be granted, to "the British or the U. S. Cošno}- General, whichever is the larger. The Viceroy, of course, will not agree to thle, and has repre browbeating encouraging all the disorderly ele mentulo the lower Yogtss Valley; but we cannot bellews that the French Minister at Peking or the French Government really understand the lagt to which the Fesncer Consul-General in going, and the danger which the interests of all foreigners here and on the Yangtzi are focurslag from his action.-N.
