NOTES AND COMMENTS.
Does the doctor of the French Legation know the Emperor KWANG Hau sight? This is the question suggested by the telegram from our Shanghat correspond- ent, which we published last night, stating that the gentleman in question had been admitted to the presence of the Emperor while the whole of the Foreign Ministers were denied an audience. This question we consider to be of vital importance; for should it prove to be the case that the French doctor had never previously seen the Emperor then there can be no positive guarantee that the person to whom he was presented, as related by the Peking correspondent of the Shanghat Mercury, was in reality the deposed Kwaso Hau. It may be that the Empress Dowager has put up a dummy to represent KWANG Hsu for the occasion and that the fate of the unfortunate

minds of the Ministers is still a mystery.
The fact that an audience has been re- fused to the Ministers and granted to one of their subordinates is in itself suspicious. The Ministers, from having been received In audience on previous occasions would naturally be capable of recognising the Emperor KWANG Hsv and detecting the fraud should the Empress Dowager at tempt to foist a puppet upon them, while, on the other hand, it is possible that the doctor of the French Legation has never set eyes upon the Emperor and therefore the Impress and her advisers considered it safe to allow him to visif the puppet which they had set up for the occasion. Of course this is mere surmise upon our part, but we should like to have the mat- ter selled definitely one way or the other. Another question. Why, if the Emperor be either alive or dead, should the Russian Minister have opposed the proposal of his colleagues to demand an audience? Do the Russlans know the true fate of Kwang Hsu, and if so, has not his deposal received their consent?
While we in the Far East are striving to seek the solution of the Lost Emperor [Puzzle folks at home are equally as interested over the Fashoda question. Living so far from the scene of action we are inclined to treat lightly questions which do not appear on the face of them to affect our Immediate interests.
