HONGKONG and the NAVY LEAGUE.

The Hongkong branch of the Navy League will, we trust, make a strong re- port home on the moral to be deduced from the launch of a Siamese gunboat at Kowloon Docks a few days ago. The remarks of Mr. STANEURT, Lloyd's, expert, here are very important because he gave It as his professional opinion that this was as good a specimen of work as he had seen out of England. This is great deal to say and he had no need to say it if he did not think It. The full significance of the remark takes a little time to grasp com pletely, It means that outside of Eng- land Hongkong is at anyrate one of the most important shipbuilding and & englacering ports.

It means that the class of work can be very best done here and is done in the ordinary course of a day's business. It means that in the possession of Hongkong Great Britain has what none of the other Powers: in the world have, a first-class Marine workshop purely developed by private enterprise, and utterly neglected, even un- Justly slighted by the Government: No. other Power in the world would be so blind to its own Interests as to neglect such an excellent chance.

The Government is sadly in need of a severe lesson from some source or other- on the subject of Naval construction, Mr.
