CHAMPERTY APPEAL CASTS.
The two men Ping Fan Chi ped Wong Chuk Lum, who were Ened $ico for the offence known as champerty at 15 November last, appealed to-day against the Magistrate's decision. Mr. J. Francia, 2.. (instracted by Mr. Wilkinson) appeared for the first appellant and Mr. 14, W. Slade (instructed by Mr. Hastings) appested får the second. The attorney-Gederal appeared for the Crows,
On the application of Mr. Slade their Lordship decided to take his client's case fint.
Mr. Sizde aten read a statement of the care, which a101 out of a collision between the P. & O. Peamer Rozetla and fishing junk, to April, 1897. The appellant was charged with champerty as he was alleged to have agreed to take up the mailer of getting compensation for the Junk master and he was, to receive 60 per cent of any amount recovered and it was stated that had paid money in the matter, Counsel explained that the charge had twice hern amended and appellant was convicted. Was champerty, he asked, a criminal offence weder the English law, and it so was it applicable to Hoogkens? Was the appellant rightly een

Colonial expansion and trade extension are the absorbing preoc cupations of our great European neighbours. The trade rivalry which the British Empire bas to face in the markets at the world is no fiercer than the pollitest rivalry she must look forward lac'ng. In the future. In twelve years the German Empire has increased six- fold, and the French Empire lur-fold. We no langer possess the monopoly of empire-buildlog any more than we possers the monopoly of bertga tade. The political and commercial 1 ton are closely parallel. In each case WO have lost monopoly hat retain a case the predominant position. In each retention of ine predominant position is sbrolutely vital to the loture of the British Empire. There is one most precies contribution she can make to the commen Imperial stock without any change of fiscal policy or departure from any adopted principle. Great Bittain possesses unciralled credit in the world. Way should she not admit ail the self-goversing Colonies to some shero of the extraordinary advantage which this credit gives her in the modern world? It the quality of their credit could be made Imperial lastend of local, it would be of inestimable advantage 15 them, and, with reliable pressuilon, could be of no jury to the mother country. With sach credit the Colonies would be encouraged to undertake the interrupted course of their great public works. Their loans would stimulate the great British Industries, and one Colonial trad. would resams that upward movement which only cessed when parts of the Empire fell Gosucially upon evil days. Shortly after play had commenced Landale carried the ball up to the Army and Navy's goal, and though well opposed by Burney scored sub. The representatives of the sister services then pressed the Civilians hard for some time. Burner made goed shot at the goal, but so fortunately a posy's quarters intervened. At this period of the game Lindale bid some difficulty with his pony and, he then changed him.
