NOTES AND COMMENTS.

As will be seen in another column of this issue, a Cheloo telegram denies the hauling-down of the Russian fiag at Port Arthur, reported recently as the result of Japaneia menaces belleved to be backed by Britain. Cheloo ought to be well in formed; it is as near as Macao is to Hong kong. If Russia determines to keep her flag flying at Port Arthur, and if Britain determines to keep concentrating more and more ships at Chefoo, something is sure to happen.

We publish to-day somewhat sensational despatches from American sources bearing

on the tension between Spain and the United States. Our own bellef is that the matter will be adjusted amicably and that the critical appearance of the situation is to some extent artificially manufactured, There are people whose interest it is to make the most of international difficulties and there are people, especially in Amer ca, who have the habit of magnifying sen-

sations. We should therefore conclude that the loud talk of war between Spain and America is partly due to speculators wishing to work the stock exchanges, partly due to an unhealthy taste for excite ment, and partly, no doubt, is based on actual fact. We cannot doubt, that there is serious tension; but we do doubt
