SHANGHAI, September 7th. Mr. Frossel, the special agent of the Jamieson-Hooley Syndicate, has arrived here from Peking. He has make quite satisfactory arrangements with the Taungi Yamen regarding the loan of £16,000,000 to the Chinese Government.
