The minutes of the previous meeting were read and confirmed.
MAQUE RIPORTS.
Dr. Chung harted on his enquiries regarding plagae in the Shun Tok distilet. At the Tung: Chi Institute the decrois told bim there had been sporadic case. In the past two years, but none since Ixit, winter. There had been an outbreak of small-pox and that may have secanted for a rumour regarding plague.
cient, as set forth, to justify the order. Thalie of their banlıhment from 'Selangor efförded no grounds for the Governor's action in banishing them from this colony. One month was given_on_the_sid–Instant,” Dr. Alkiesse (Colonial from May roth in which to remove themes from This colony and yet they were arrested by the notice and were to have been 1emoved the same eight by force on a Canton eteamer. The sola power of the Governor was to prevent any person residing or being in the colony and he went beyond his powers Il be tried to ferce any person to any particular place. The law allows a barliked person to ge where be please so long as he leaves the Colony within the time allowed. A gros sutrage would have been perpetrated regarding iberamen if an sppifcation had not been made yesterday. In formation would probably be sent to the authorities at Canton that the men were on board the steamer. He moved that they be discharged and that the Governor's order be declared Illegal and unwarranted on the ground that the Dr. Chang also reparted as his enquicles at people were not here when it was made Canton. He visited the hospitals, and at the and na order to depiri could take effect. | Rhenish Mission he heard that there was an Further, no grounds were set forth to justify their cobreak of plague at the end of last year, but the banishment. He cou'd have understood it if they doctor thought it had now abated. "At Chloess belonged to a secret society or a troublesome hospitals he heard there was plague in the last fiction. He gain piked" Hila Lordship to
quarter of 1844, and again in January last about GID(21) his opinion regarding the order 300 had been attacked and died of plague since and the legality of the police interfering | ita_recurrence and the demand for coffins with the men under such order or in any way hid been enormas. In the adjoining villages Interfering with their liberty. The consequence | there were still sporadic cases and ho of sending these men to Canton under these circomitances would be too we'l known, and it might mean their immediate execution.
The Attorney-General seld that owing to Exceptional circumstances in this colony exceptional legislation was necessary, especially as the colony was surrounded by Chinese. Theic mea were not dictated to us to where they should go and he presumed they fixed on Canton themselves
when banished from Selangor. Their only hardship was belog in prison here. If they did not want to go la Canion they would not be sent there. As to the order being made belore the men arrived, it was the practice as regarde warrants| and the order only took effect on their arrival, The Court could nèt go behind the order of the Governor-in-Council. The Governor wRE tribunal to decide these matters and it could not be assumed that the order was made without caroldi investigation. The Governor knew all about these men and the order was made kiter
daa consideration. The men were properly treated and fed and did not say they did not want to go to Canton.
Mr. Francis sald that if the Governor-In- Connell were a tilbunal he had no power to
decide regarding the men without first hearing
them The mere statement of the Governor that the presence of a certain person was dan- gerous was not sufficient for the Secretary of State,
The Chlet Justice supported the views of the Attorney-General. He saw no reason why the order could not be made beforehand, and the Court had to assume that the Governor did not exercise bis power with- out a doc sense of his responsibilty. As to the grounds for the order he had to assume that they were ressonable and quite sufficient In support it. The Court, therefore, had to find that the order was valid and the court FHWING reason to go behind it or in any way affect its operation. The result was that the motion was refused.
In answer to the Attorney-General, His Lord- ship said he would see him in Chambers regarding costs."

THE IMPROVEMENT OF THE
PEIRO,
SHANGHAI, Hay rith.. Tientsin is agala setting Shanghai an example. While we are still hoping to see the foreign Seulements extended, Tientsin has got her extension properly arranged; and now, while we are only pegging away at the improvement of the Haingpa, Tantala bas actually got a proclamation from the Viceroy of Chibi, with regard to the measures he is shout to take for the improvement of the Pelko. A translation of it will be found in another colama,
The Viceroy begins by reciting the pferent con- ovlls; first that when flöcd's occur above Tientsin. the rivers cannot carry the water away to the sea without batating the embankments and dolok great injury to the people; and second
Mr. W. Jackson proceeded against Mr. Freddiedition of affairs, which is marked by two great for the recovery of a bull terrier dog alleged to hayd been lost by him (plaintiff) and which he stated was la the possession of defendant.
Mr. M. W. Slade appeared for plaintiff and Mr. J. Hastings for the defence,
In the oarly deya of the rallways in Chins, entib. works cost less than half of what they do now; Wo do not want at the present moment todo anything hat touch upon this matter, and we only do this because we have heard abrard ägares mentioned as to the cost of such works. We feel sure, however, that Wu Tautsi and, iš necessary, the higher officials, will see that the works are cat- fled out la the most economical and efficient way; withnet strict economy and bonesty being pracised, the undertaking must necessarlly end in failure. The report that the Chins Me chanis1„S,N. THE RISK OF GENERAL WAR"
King George and the noble-hearted Queen Olga are devoted to Greece. They are appre- cisted by all who know them. But Raisia has duties of her own. She has to say to the Grecks what she said to the Armenians:-"Be quiet, and later on you will probably get what you want." Nevertheless, they began fighting. We had to separate the fighters. · The Greeks may have had the arrière penale that, unless they exercise force now, Crete might not care for union later on, The Island might came to the conclusion that autotomy is preferable to the chance at maladministration by Greece. That the disturbance is in danger of spreading na one can doubt who takes the trouble to look back only ton brief years. When Mr. Gladstone, in 1886, assisted in coercing the Greeks, why did he resort to so extreme a measure ? Because the Greeks threatened to lovade Macedobja lu erder lo obitin such an accession of territory as would, in the option of Athens, counterbalance the advantage secured by Bulgaria in the adhesion of Eastern Roumelia. The coming together of Eastern Roumelia and Bulgaria was merely the undoing of one of the many mischiefs depe by the Congress of Berlio..

So se:loos, indeed, was the situation that the Powers were compelled to resert to the pallic cezrelon ol Greece by an International bleckade of her coasts. The Liberal leaders, now in opposition, were then in office.
