NOTES AND COMMENTS

THE GAOL REPORT.

In the last Issue of the Goperimmi Gazette

several of the departmental annual reports are published and a few of them are noteworthy, particularly so the reports of the Superintendent of Victoria Gaol and the Chief of Police In

a tabulated statement covering the last four years the Superintendent of the Gaol shows that the total number of prisoners in the institution In 1893 was 2,382; in 1894 (plague year), 2896; in 1895, 3:654; and in 1896 only 3,592. The daily average numbers for the four [789 years were respectively 458, 455, 472, and 514. The report, it is satisfactory to note, OF

shows a decrease in prison offences, the number for 1896 being 3.887 against 5365 In the previous year. Out of 5.58% admissions during the year no less than 668 were "old offenders," but the latter article is, we should say, one that is apt at times to be too readily manufactured; spanking on the subject with some knowledge of large centres of population. It is gratify ing, as Superintendent LETHBRIDGE ABYA, to note that there is a steady decrease in the list of long-sentence, prisoners, and the takings from labour in the prison returned the Government a profit of $2,684:48. Amongst the remunerative works carried on by prisoners in Victoria Gaol are oakum picking, colr manufactures, net making, talloring, printing, book-binding, shoe-making, washing, grass-matting, rattan work, ti-amithing and carpenter- ing, a number of these crafts being, according to the report, practiced in com- petition with free labour.
