The project consists in the erection of a Women and Children's Hospital ia connection with the Civil Hospital,
MR. TAM HO'S PROPOSALS, Mr. Tam Ho (contractor, el Pottinger St.) forwarded the following suggestions:-
1.To remove the present Harbour Master's Offices, where a Public "Showing "Hall should be erected for receiving samples and photographs of all sorts of articles sent in by agents or makers, with prices and addresses attached, and any one should be admitted to see the samples and know the prices ln order to improve the commerce of this Colony.
2-On the new Reclamation, in front of the present Harbour Master's Offices, a Club House with Library should be erected and named the "Jubilee Club" and gentlemen of all nations should be accepted as members, so that communications might be conveniently received
between each other
3. The new Harbour, Master's Officer should be erected on the vacant ground near the Govern ment Store at Wanchal, where there are ample and suitable places lot ships or junks, owing to the centre portion of this Harbour being so closed with ships, etc., that the steamers could not find their way to proceed, but the west end of the Harbour is also not safe for mooring ships; so I recommend the above place for the new Harbour Master's Offices.

The following letter, published to the Glasgow Herald of 27th February, has been received by a lady residing in Kelvinside, Glasgow, from her husband, Mr. A. C. Macdowall, who was for thirty years American Consulto Athens, and who is at present on a visit to that | city:---
Athens, Greece, February 14th. Doubless you will see from the papers the exciting times we are bavlog here. The news in our papers is of such s contradictory nature that one is lost in a raize as to what is actually passing in Crete or on the frontier. We have already announced that the Special Eavny is Chang Yin-bnan, ex-Minister to the Volted States and the Commissioner of Peace whom the Japaneso refused to receive in 1895 because he and his coʻleague bad not full powers. He has been for some time in a premi- dent position in the Taung Yamén, and is quite conversant with the exact fiscal and political | position of China towards the Western Powers: he is also repated to be quite au faft in diplomatic etiquette and in the social observances of the West, to have dignified bearing and pleasing mashers. In Totals Liang and Chen he has Intelligent Secretaries, and bis suite of ten will include some good Cantonese lnterpreters. The Mission Is to travel by the Canadian Pacific route and is expected to be absent for five months.
All this is good hearing as far as it goes. It is proat. Incontestable that the Court of Peking has finally glyen op in practice the preposterous figment of its own superiority. Li's congratula tory mission of last year was the first of its sort. When Count Cassial first bruited the notion, he plainly told the Trangit Yamen that the envoy must either be an Imperial Prince, or the distingulabed satrap who bad so long typified the Chinese Government to the Western world: smaller fry were distinctly warned off the ground. There was some talk of El going on this occasion, but doubtless the success of last year seriously invaded his reserves bath of health and wealth, and he has managed to escape the burdensome boncur. Chang will not be no interesting and uniquo a figure, but if be fails to arouse such a keen personal interest, he will probably not prove so great » godsend to the comic papers, nor be the source of so many disappointments to the world of manufacture and trade. The mission in the meantime brings China mora into line with other nations in the matter of courtesy, and we are glad that this second break with immemorial Chinese practice finds its occasion la an event of such deep Interest to every British subject.
We fear that we are too late-to-offer sugges- tous for the improvement of the mission; but on the off-chance that our views may meet the eye or eat of those in authority we should like to arge the expediency of faclading some of the younger Manchus, more especially the Princes or classmen of the Imperial sept, in the suits. The most serious handicap of the Manchus as a governing caste is their hopeless seclusion In Peklog. The outside world is an unknown quantity to them, and, in contrast to the ignora- uses of the West, omne tgnotum pra despecto. Knowing as we do the profound Impression which the Occident produced on Li and his utter faablity to bring home to his countrymen the Impressions he formed of our social power and polity, we think that cadets of the Imperial fully should be attached to every Ligation and misalon that goes westward. This would ensure that the coming generation of China's rulers would have at least some perception of the forces sad conditions of the States with which their ciuntry's future will be be more intimately concerned.-N.
