WEATHER FORECASTS.
In the Government Gariile of 13th February is rublished the Report of the Director of the Observatory for 1896 from which we gather the 'following notes':

Ile then explained the formation of the Medical Staf Corps as it was first organised in 1873, and the great work dane by Florence Nightingale in the hospital at Sea tari, which did away with Mis. Gamp and made morsing a profession. Even so late as 1885 the Medical Staff Corps was deficient in many im portant branches, these being no washermen or water-carriers. In 1885, however, farther improve ments we made with the result that now 34 orderites wie allowed for a field hospital for 100 patients as against 37 orderlies for 200 patients In 1822. The lecturer graphic:lly described the hospital-ships of the Crimean war, an empty ship with no proper accommodation, and medical alores which practically consisted of one bail of oplum served out to each doctor, while to-day the finest · ships are specially fitted for this po pose and suppiled with sil modern Conveniences. The good work done by Dr. Cantile in starting the Volunteer Medical Staff Corps was dwelt opon at length and the lecturer then explained, with the help of diagraras, the wounded ware looked after from the receipt of their lojaries in the fighting las mutil their arrival in England. SWATOW, February 15th. Nothing new, strange or stallox has taken place since I last wrote. We have experienced 'the' some cold spell that has furnished your papen with paragraphs, and though we cannot boast of having "relsed" fer, it was quite cold enough here, the mlalmam reading of the thermometer being 38 deg. ·Far, with a keen north wind blowing.
Work after the holidays is going on as usual, and after the native feast to-morrow China New Year will be a thing of the past. ~~On this occasion the heads of the native Houge go to their homes.
Our port has not been troubled with much shipping of late, and for nearly a week there was no steamer for Hongkong. This ta and neglect on the part of the Douglas S.S. Co.-
Our Consul, Mr. Scott, has arrived, locking very lit after his stay at home and is glad to return to Swalow, Mr. Fulford left on the 13th in the Wasang for Shanghai. It was a case of welcoming the coming and speeding the departing guest."

The rising in Tarlac provinca is now found to have been composed of local lasurgents urged on by their own native priest. at first supposed that the rebels who raided La Paz, and murdered all the Spanish residents there, were flying bands from Bulacan, but this supposition has proved to be erroneous. The meargents were all natives of La Pez and the neighbour. hood, but they were soon joined by many others from the adjacent province of Norra Exija Six Spaniards were massacred cold blood, and the priest was badly wounded, bat nevertheless he contrived to escape

After burolog La Paz to the ground, and reinforced by the men of Gaudis Cleil, who deserted with their arms, the insurgents marched upon the next village, Victoria, which they attached this morning. The small Spanish | garrison there defended themselves vigorously against the rebels, who numbered a couple of thousand and, though the enemy socceeded in destroying the market-house and tribunal, they were eventually compelled to retire with a loss of forty killed, the Spanish hoops having live wounded. THE ADVANCE OM CAVITE,
The advance into Cavite will commence very soon, when fully 20,000 Spanish troops will attack it from three sider. All the passer between the Laguna and the ses, leading into. Belacan, Zambales and Morong, are heavily fortified and guarded by the Spaniards, so as to cut off the retreat of the rebels. It is expected that the campaign will be a beary one, and marked with terrible slaughter, as it is ordered that no quare tes is to be given on either side. The health of the troops "is excellest," and all are in good spirits.
