the Governor entered the hall and was received $3, $4, $1, * Mr. Sim personally visited the afflicted dir.wlik fall military be 'ours, the officers and tricts in July and August, dispensing at that time part of the funds in cash and part in nccessaries, On consulting with the Governors of the Kim and with other officials he was advised to keep bick a great part of the funds, to supply the wants which the advent of cold-weather would - aggravate. On his return, at a meeting held on the 21st August, It was resolved-to purchase further suppiter, and to order winter clothing, etc. After placing the orders a series of storms and flaeds not only delayed the execution of the orders, but damaged the railroad lince to such an・ extent that transportation facilities were seriously Interfered with and the work of the Committee was unavoidably deplayed. Mr. Sim therefore made another trip to the scene of vellet (s November, then arranging for the receipt and distribution of the goods, and late to December, after many disappointments and delaye, the last shipment was made.

The fancial statements and summary of expenditure, appended, need no explanation, except it may be of interest to state that where cash was given Mr. Sim took a receipt from each individual, which receipts were duly audited Ex per statement of accounts..
When it is considered that nearly two-thirds of the funds were expended in goods necessitating duribation in localities deficient la transports- tion facilites, some ides may he arrived at of the work which has delayed the rendering of the account. The Committee, therefore, feel that special thanks are due to Mr. Sim, who at great personal discomfort at his own expense, amid much discomfort, and hardship In travelling, so ably, thoroughly and wisely distributed, or arranged for the dualbution of cash and goods in such manner that the donors can-feel confident that everyone who received aid was in actual distress and that not a dollar was ignorantly or carelessly squandered on undeserving: recipiadis,
To Messrs. Death, Leez and Sim, as pur. chasing sub-Committee, are also due the best thanks of the Committee for the careful fatelligence and economical methods by which the money was expended. The Com- mlitre bave great antisfaction in reporting that not only the people relieved, but their officials, have expressed in warmest terms their deep appreciation and gratefulness for the sid given. Would space permit, letters from the Governors of the two prefectures, and from officials, villager, hesdmen, etc., could be published, but it 'mast suffice to offer thus publicly the thinks of the recipients to all the generous donors. This ap preciation and the unfalling courtesy and accom odation afforded the Commitee in carrylog out its work, has been one of the pleasing fea tures of the work, and no doubt a great deal of International sympathy and a close bond be tween varying nationalities, will be a lasting result of this practical exhibition of sympathy with the suffering. It is worthy of especiai police that China And Japan, lately at war, have been drawn together by the contributions of Chinese to the relief of

Should France repress, for example, some Siamese incursions Into Cambodia, or avenge an act of Insolence of the Court at Bangkok, we could dot keep back. I ever France violated the neutrality of Slam, the Indian Government would be greatly moved, sad that emotion would find its echo throughout the whole of Great Beliala
The reason is obvious. Once France, sald Mr. Stanley, established herself to Slam, the neighbourhood would be too close. A neutral sons between France and England is always necessary. The status que la Stam must be strictly maintained in the laterests of peace. In my idea this question is far more Important than that of Egypt for the future' of Anglo-French relations.
