Mr. Grast Duff's report on the foreign trade of China in 1895 is founded, of course, on the Cossulac and Costoms Reports. It is much more, however, than a summary, and may ba read with advantage by all interested in Eastern affairs. THE PRISENT POSITION, With reference to the present condition of affairs, there can be no doubt that the line of demarcation between those who are what may he called professional brigands, or rebels, and the people whom the former have forced to join them, eller by their threats or other violent meatures, is daily becoming more apparent.
