NOTES AND "COMMENTS. "As on the question of the constitution of the Sanitary Board, so on this other cognate question of the refusal of the Government to produce all the papers and correspondence on the subject we are pleased to see that our contemporarles are heartily with us. The Daily Press leader of this morning was clear and to the point. The Government will do itself a grave Injustice if it falls to make public all the documents on the subject in its hands, and, If It needs formal permission from the Secretary of State, it has only to ask for that permission to get it. There can be nothing disclosed by the correspondence that the officials at the Colonial Office have any interest in keeping secret, how- ever desirable It may be in the Interests of certain people here that there should be no publication. If the Government does not ask for and get leave to lay on the Council table all the papers asked for by Mr. WHITEHEAD there will be no difficulty in drawing conclusions as to the reasons why It prefers to lat matters remain as they are.

Will the Unofficial Members of Counell take warning from the position in which 1437 they have placed themselves in regard to the BHfor altering the constitution of the Sanitary Board to avold for the future all secret dealings with the Government, all expressions of opinion in semi-official letters on matters of public importance which may afterward come before them In their capacity of Legislators? How can they possibly now debate freely the ques- tions at issue in connection with the Board when they stand committed in writing to take one, and only one, side of the ques- tion ? How can they reconcile it to their consciences, sworn as they are to serve Her Majesty faithfully as members of Council, to give their opinions privately and on ex-parte state- ments and representations, without any opportunity of consulting their constituents or of ascertaining their views on the subject? Not one single member of the Sanitary Board on the popular side, either elected or nominated, has been asked for his evidence or for his opinion, except Dr. Ho Kat, and what his experience and opinion is we know. He is a Doctor, as well up in hygiene as any medical man in the place. He is as able and intelligent as any member of the Council, although not as active and energetic as some. He has sat on the Board throughout two if not three of the transformations it has undergone, and he is distinctly in favour of a popularly organised Board with powers as complete as those exercised by any Sanitary Authority in England.

The Memorandum sent in by the Unofficial Members of Council on the subject of the Military Contribution is a very clear and a very effectively put together paper. It does not, however, reflect any very great credit on the gentlemen whose names are attached to it, as it is clear that when the Estimates were before the Council and when they voted away the public monies so freely to pay, the Military tax they had not yet made any very thorough or very careful examination of the figures put before them by the Government. If they had done so they must have discovered the defects to which they now call attention. When they asked permission to hand in a memorandum on the subject for transmia- aion to the Secretary of State they had only present to their minds the one point about the difference between Municipal and General Revenue and the Government had itself taken up that point previously.
