Could there be a more perfect Illus tration of the weakness of the Sanitary Board, as at present constitated, and of the entire absence of responsibility in the Government, the Board, and the individual. heads of departments, than that afforded by one of the two sets of papers laid on the Board table at the meeting held on Thurs« day last 7-The Board, after having had a report on the subject from the Medical Officer of Health, and after having fully considered the matterat a regular meeting, made an order that the verandaha of the Tung Wah Hospital were not to be used as living rooms or sleeping rooms for coolies, to the injury of the health of the patients in the wards. The Board found as a fact that it was a nuisance injurious to health to allow the verandahs be so occupied. The Tung Wah Committee were willing to obey the order. They did apply to the Board, as they were entitled by law to do,
to review the order. They wrote to the Registrar General's Department, to request that no more destitute coolles should be sent to them from the Fe Leung Kuk. Mr. BREWIN did not give that order, as he ought to have done, but sent the application to the Registrar-General (Mr. LOCKHART) with a suggestion that he had better see the Board's order before acting. A copy of the order is sent to him on request, and then the Colonial Secretary wants to know what kind of a nuisance was created by the coolies sleeping in the verandahs. He wanted to judge for himself whether the order made by the Sanitary Board was justified by the facts or not. In other words, he was entertaining an appeal from the Board's order without having any | Jurisdiction or power to do so, and he sent them down a fisuggestion” that the status
