There are in the Colony, including Aberdeen, Shoutlwan and Yaumati, about eighteen places in which about one thousand persons receive Injections twice a day. There are a few, who no longer use it, who claim to have been comp etely cared of their eplum-smoking habits by it; but others have tried it and afterwards gone back to opium-smoking.

GOVERNMENT CIVIL HOSPITAL. Hongkong, 14th July, 1893. SIR-In accordance with instructions contained in your minute of the 26th lime, I requested Dr. Atkinson to give me a report of a case of morphia injection by Chinese that came under bis notice in the Government Civil Hospital and also requested Mr. Crow, Government Analyst, to ascertato, if possible, the preparation of morphia used and the strength of the solu tions from the apples forwarded, and also to procure samples direct for himself, if possible, and get all the information he could generally as to the practice of morphla injection among the Chinese. These reports I now for ward. Mr. Crow's report is a very completa one and leaves no doubt upon the subject.
The dose used as It appears quite commonly of gr. of morphía in solution is a very full one and very rarely used by a medical practitioner; to allay even very acute pain ato of a grale are the doses most commonly used. It will be seen by this that the dose used among the Chinese is a very fall on Thla'supposed cure for oplom smoking is the Introduction of an undoubtedly pernicious habit for one that," as I have proved, is a very doubtful one and easily cured with no evil effects to the patient by com plete deprivation at once. To deprive these men of the babit at once of using morphia Injections will cause much suffering, not only aczvous exhaustion for want of the stimulant, but in the majority of cases it will result in an attack of profuse diarrhea, very difficult to con- trol and result in a sort of cholera scare,
Marrhix inj ction is used ostensibly for the
himself from a powder parked the solution
Is. There can be no two opinies as to the baneful nature of this practice, and no effort should be spared to stop it forthwith.
32, The Ordinance should be made as sweep- ing as possible. A saving clause in favour of practitioners registered under Ordinance No. 6 of 1884 would, I presume, be necessary. Native practitioners holding diplomas granted by the College of Medicine for Chinese should not be exempted from the operation of the Bill. Havlog regard to the profitable character of the business, as set forth la paragraph 10, the temptation to take up the practice of ir:cting Morphino would be great indeed..
13. At the same time something should, I thlak, be done to relieve the sufferings of those new having fojections if the practice is made illegal. These men will be in a terrible atata when the injections are discontinued.
14. Would it not be possible to supply from this Department some powerful stimulant, and tonic, such as Clochana and Aromatic Spirit of Ammonia, to all victims of the injection habit on application?
15. These wretched creatures will not be able to satisfy the faevitable waving by a return to opium smoking. However, bed anyone looked around for himself and carefully observed the direction of the wind ele. It could have been exally ascertained that there was no danger to be apprehended from the quarter indicated in the telegram, In fact, the typhoon had already passed, (The wind was then from the south and the weather was fine). It was afterwards ascertained that this was the case and that the typbron tad passed up some distance to the east of the Island before even the wire indicating Its supposed approach had been despatched from Hongkang. Tamant is situated some 30 milles east of Anping and as the typhoon passed still to the st of Tamil it follows that its position was wrongly given or else there were two of them. The second lastance of similar error, and to which reference has been made, is that of last week's typhorn. On Thursday, the 7th last, received here from the message was Observatory saying that there was a typhoon to the routh-east of Hongkong, moving westward. Now in view of subsequent events, what is to be thought of such erroneous information as this? Was it another case of recurving or the faulty calculations as to the actual position of $11.8.0 the typhoon ? It is not only inconvenient that misleading meteorological intelligence should be: wired, but it is also highly dangerous. On the. 1747429rength of this telegram two or three vessels put out to sea from Amoy judging the informa- on to be reliable and that the had weather would have passed before they got as far south as Hongkong. I can imagine the time they must have had but dare not speculate as to what the opinions of these captains must be on the subject of typhnen warnings. Axa matter of fact this typhoon was actually to the north-east ward of Hongkong and was traveling west the Haitan, Namoa, and Fokien-the China centre eventually struck the coast about midway between Swatow and Hongkong,

Between 9 a.m. and noon to-day the weather improved rapidly. The Fokien was the firet boat to return to her buoy, but she was quickly followed by the Namoa. At a p.m. gigs were able to cross from the Kak-chio side, and business was resumed, but nothing in the shape of a cargo host was to be seen alongside any of the steamers."
The lowest barometer readings were at a o'clock it is morning, when the mercury indicated 29 34 which corrected would be about 19.21, From these indications it was generally agreed that the typhoon was not far to the south of Swatow. I probably struck coast below Breaker Point. All things considered, the dam- age done was pot excessive, and both Swatow and Hongkong have reason to be congratulated upon escaping the fall force of the typhoon.

Swatow, September 10th, 1893. On Wednesday last the barometer began to fall, and continued to fall gradually until foar o'clock on Friday afternoon, when it was down to 29.40. The wind had been rising place early morning, and at noon all work in the harbour was suspended. By 2 p.m. the squalls were increasing in strength and frequency. and the wind, being against the tide, raised, qulia a formidable ses in the barbour.
There were three "Douglas" steamers in port
Navigation Co.'s Paoling, and the Indo-Chins Co.'s Yuen-sang. The captains of all these vessels deemed ft prudent to leave the wharves or broya at which they were moored and take up berths where there was more ser-room.
The "Shan” lise. Pakskan left her berth on Thursday afternoon and anchored inside Double Island, whence she sailed at 7 am, on Saturday, bound for Singapore, with about six hundred Chinese passengers on board. If the Paksham escaped having a bad time of it when she got outside she was singularly lucky.
If your community has any control over the local Observatory it is high time that control was exercised, for it is worse than folly to scatter weather telegrams abroad upon which no reliance can be placed.
