Shanghai, on the 5th last, Franz Herman Gaschütz, a native of Saxony, convicted of forging documents and signatures by which he secured nearly $500, was sentenced to three years imprisonment with hard labour. He will serve his time in Germany, THE Japanese Minister of Finance is reported to be so favour of establishing a gold standard In the country and to be preparing a scheme for submission to the Cablast. The Tokyo papers seem to take it for granted that, even if the report is true, there is no chance whatever of the proposal finding favour with the Government. The Colonial Secretary opposed the motion, which on a division was lost, fr. Keswick alone supporting the mover and seconder.

The Attorney-General moved the second reading of the Morphlaa Blil, which he explained had been so reconstructed that the European chemists and druggists had no longer any objection to it.

Dr. Ho Kai seconded the motion.

8. Asregards Mr. Nicolla's share in the matter. I shall not anticipate the Judgment of the Comptroller and Auditor General. It must, however, be recognised that his position was a dealt one, and that as a new comer to the Colony, called upon to faireduce and carry out a system to which there was strong local hostility, it was intelligible that he should have shrunk from what might seem to athers a need-(V.) I trust that it has now been made perfectly clear to the public service of Hongkong that the Audit of Revenue by the Local Auditor is Intended, not to relieve the Treasurer of respon- sibility, bot to secure the performance of his duty, that the Treasurer is responsible for the collection, receipt and safe keeping of Govern ment money, that, if the Auditor finds that the revence is being defrauded by the public, it is prima facis evidence of neglect or laxity of day on the part of the Treanter, and bat if the Treasury staff ignore financial regulations and embezzle public funds, in course ellher of receipt or of payment, Itisthe Treasurer who will, unders in exceptional circumstances, be held pecantarily responsible for the accruing loss.
