heavy falling-off due, as regards Its largest item, (T335 (Tls: 64.481) in 1890 to Pela, 1,586 But, as previously explained, this diminutions meke the arrest themselves, but only technically within the legal limits, is yet entirely

to the diminished import of oplum which con- tributed some Tis. 40,000 as to the Revenue through this office than fo 1890.

At the Treaty Ports the amount of Revenue collected varies with and is a fair measure of the volume of the trade. It is rint so at this office, for the reason that goods goleg to Canton pate our Stations fren and pay duty on arrival at their destination bile grods for other places pay duly at the Kowloon Stations. Sirallerly, Exports from Canton, and from some other places, pay at the place of shipment and pass Kowloon free. So, at regaids Likis, all goods entering pay their inll Likin at Kowloon, hat. in the care of Exports half the Lkin is prid at the place of shipment and the other ball at Kowloon, Now, a over 60 per cent. of the whole Imports and Expans go to or come from Cantou it is evident that if all the dues and dutler leviable on, all goods were collected at Kowlaws, the Revenue Table of this Office would probably be doubled in volume. It is worth noting that the partien collected at Kowlaun of the fuse and dutler of all klody leviable is only 1.73 per cent. of the value of the goods carried, and assuring that as much more is levied at the plages of

discharge and shipment, the total, 3.44 per cert, cannot be considered a heavy tax on the junk trade with Hongkong.

3-FOREIGN TRADE-(a) Imports The total value of the Foreign goods Imported declined from Tis. 17,960.000 odd in 1890, to Tis. 13,398,000 in 1891. But this falling-off is more than accounted for by the diminished im- portations through Kowlson, of rice, keroiena and opium nu explained above. Patting these articles aside, there has been a trifling set Increase of Tls. 400,000 in the remaining com-

modities enumerated. The articles which show noticeable increase are, amongst cotton piece goods, shirtluge, white, grey and dyed, chinizes and what in the trade are called cation Italians. On the other hand T-Cloths, drills and Cambrics have fallen off. Of the total value of the cotton pi-ce goods of all kinds Imported white shirtings alone represent nearly the hall, and the quantity Imported (46,000 pieces) was more than double what it was in 1890. Indian cotton yarn advanced from Pelu. 5.oco nearly in 1890 to over Pels. 13,200 in 1891. and these figures though all considerably below those of 1889 and 1888 probably indicate genuine increase in consumption as, though this cricle, like keronene, bas been to some extent the sport of the fireal changes of the taxing authorities of the province there has also been an increase in the year of over so per cent, on the Importations by steamer into Canton, English ran only figures for Pels. 279 m

Districts to the eastward, which formerly received their plum by junk towed by steam launch, cannot do so new to the same extent alace the towing privilege has been stopped. There is no reason to belleve that the diminution in the Importsion of opium through Kowloon. In 1891 was due to any increase in smuggling as compared with what took place in the previous year. On the contrary there can be no doubt that smuggling was much less rampant in 1891 than in any previous period since the opening of this office. There has been practically no lilicit movement of oplam across the land frontier since the end of 1890, and the channels by water though far from closed are much less unimpeded than formerly. The chiel amendment consist ed in a better definition of "foose Oplum," that Is, Oplums not contained in the original chest as Imported from Incis. But there is already rea. son to fear that the restrictions Imposed by the new definition will in some respects be no more effective than the stats of things that previously exlered, and that by a litle care the latending smuggler can rally evade them. The clause forbidding the deputare of junks at night from Hongkong waters, except under special permis. sind, which was also slightly amended in the new Ordinance wb re amendment was shown to be required, la valuable one, and if strictly enforced will be of great assistance: Almost all the Oplum smuggling on a large scale is done in small boats which leave the harbour, or the waters of Colony, after night-fall.
