THE HONGKONG TELEGRAPH, FRIDAY, FEBRUARY 5, 1892.

Canille, Meters. Cooper, Horspool, Francis and 】 JUSTICE IN A CROWN COLONY. Ede.

A letter was read from the Government. acknowledging receipt of the Board's recom mendations as to disinterring and urning the remains of the Chinese devi; it was proposed that these suggestions bo put into the form of byrlaws.

Mr. Francis had written a long note on the legal aspect of the proposal. He now moved "that the Government be informed that in the oplatón of the Board the Interference of the Legislatore would be requisite in order to give effect to the prepared scheme, and if the Goverment desire the "Baard will submit suggestions for an Ordinance."

Mr. Ede second the motion. He could not serie with Mr. Francis in wishing to ask-the. Chinese whether they would consent. The scheme was in their own interests, and should

be er forced.

Mr. Francis pointed out the difficulty of carrying out the scheme against the wish of the Chinese. It was hard enough nowadays to earn a living, and harder still to urn the dead; and if the dead objected, where were yout

After a little discussion the motion was carried. A letter was read from the Government stat- ing that there is no objection to the acceptance by Mr Ladds, Colonial veterinary surgeon, of the post of consulting vet, to the Dairy Farm Co., providing that should the work be found to interfere with his rifcial duties 'be would re- Inquish the private work. Mr. Francis then nointed out the objections to an officer, specially paid to direct and expose Aangers in Fund's health, accepting-private pay in a pas in hi re it might ofen be hirinterest to conceal arch dangers. Mr. Ladds was em- picyed by the Colony as a wichman, a police man, a delective, and he (the sparker) most strongly is pp oved of his being allowed under ary creuinstances to accept pay from any one “of those persons whom it was his duty to watch. In the West Indian papers that have lately reached this country, appear reports of an extraordinary debate which took place at the November meeting of the Legislative Council of Trinidad. That no hint of the matter discussed on this reession should have reached the English public-although the facts have been brought to the notice of the Home Government-it la Itself a singular circumstance, and helps to show how Bitle one part of the Empire knows of what is going on in another. For the credit of all parts of the Empire it seems desirable that a little more tight should be thrown span the Island of Trinidad without loss of time."

The debate to which I refer was opened by Mr. Marryat, on a raotion expressing regret "that the Secretary of State for the Colonies should have permitted the Senior Pulsne Judge, whosa Intemperate, habits h ́d been brought to the notice of his lordship, to have returned to the liland and to have resumed bis duties. The "Senior Pulsne Judge," who is the subject of this gratifying notice, le Mr. Justice Cook, and against this learned Judge Mr. Marryat proceeded to make a series of charges of such an astonishing character that, but for the fact that they were made in the Legislature of the island, and in the presence of an unprecedented gathering of the general public, and that they passed without rebuke, or even challenge, they would be absolutely In- credible. On the truth of these charges I am in no position to express an opinion." That they are denied by Mr. Justice Cook must be assumed from the very terms of Mr. Marryat's motion, which imply that there had been a complaint to and an Inquiry by Lord Knutsford, followed by the re-instatement of the Judge in his office. venture to think, however, that in view of the character, of this debate in the Legislative Council, the maiter cannot be thus sumarily dealt with, and that the public in England nught to know what is thought and card by the public in the colony and its representatives in the Legislature. Trir-course-ought-to-be-also-to the advantage of Mr. Justice Cook, supposing, as 1 dn, that he has a complete answer to the charge, for, after what has passed, it is obviously to his interest that the marter should be dishesed of in the most public and conclusive manner, and ot the earliest possible moment. “For this purpos | 1 ask attention to the following passages of Vr' Mazyal's speech as repasted in the Port of Spain Gazette. If there were senior and junior Celintal yet, there wud be no harm in the unior taking a private post; but not when there was only are, with nobidy as a check on him. Just as likely as not some conflict might arise, even in the next fw months, be ween the Dairy Farm and M Kennedy involving veterinary matters. It was impossible to see how Ladds could then do his duty. Of course, there was nothing against Mr. Ladds personally it was entirely a matter of principle. It was very much to be regreted that the Board had not been canuled before the letter was sent to the Government or the appointment sanctioned. It w to he hoped the sanction of the Government bad not yet been communicated to Mr. Ladds, for, it was a difficult thing to ask that it be

withdrawn.

Mr. Ede pointed out that the letter expressly stipulated that in case of any conflict of duties the priva e.work was to be given up.

Mr. Francis-Yes, il it comes before the Board, if it is a public matter. We have only Mr Ladds himself to bring it before us.

Dr. Cantlie said he could not see any objection at all to the appointment. If a police constable were also employed as a tavern bir-boy, it would be all right. Duty would always overcome Interest.

After a little further discussion, as nobody supported the view taken, by Mr. Francis, the gulct dropped.
