Mr. H. Skenett Rogers said that, on a former occasion, men were landed from German and American men-of-war, which was distinctly contrary to Treaty rights. On that amé occasion the English commander said that he could not land any men.
Mr. Siemagen again insisted on the necessity of having a machine gun, and said that it would be better to run the risk of belog charged with murder, than to stand file and let a mob murder the foreign community.
Dr. Gracey then confirmed Mr. Rogers' remarks, and said that a few days previously he bad asked the captain of the U.S. gun-boat Palos this same question, and the reply was,

Disturbances in the country seem to be the order of the day. Last week we reported what had taken place in the Hing Hwa district, and now we have to record more serious troubles at Tong Lok, a village about a day's journey by bont from. Forchow, They originated through some misunderstanding amongst the villagers, which resulted in a free fight. The magistrate, on hearing of it, hastened to the scene of disorder with a small detachment of his men in order to restore peace, but instead of doing so, the mob
turned on him and he had to run for his life, leaving his chair behind him, which was smashed to vieces. His staff were severely beaten and several of them were badly hurt.
