THE DRAIN-DODGERS.

To van Eutron of tws "Hongkong TilmezipE.” Sra,-I think it is through the medium of the press that I can best call the attention of the Government to the openings which are now being made all over the Colony to lay new water pipes and drains. Although this new draining a high-handed robbery made by the Surveyor General, and his satellites, yet I dit- dain from saying anything about it, as you have already mentioned it more than once in your former issues on the subject. What I want to say is that the openings are laid open for an unnecessarily long time. I may mention as an instance those in Feel Street. Any ene passing in that locality must cover his nose well, or else he will breathe the unwholesome odour coming from the filthy water &c. The bad smell is unbearable. Does this not bring smallpox and fever and such like infirmities? What is the use of a Sanitary Board, when it does not look after then things 7 -
