Lord Gronge HAMILTON, in his usual high and mighty style, vaunted the other day over the fact that the Sandy, a croiser of the same class as the Sargent, crossed the Bay of Biscay in the very same weather in which the Serpent was wrecked. From this he drew the lesson thai the loss of the Serpent was due, not to the defects of the structure of the vessel, but to an accident, against which no buman skill could provide. As all of the officers of the Serpint perished, this assertion seemed likely to pass unquestioned. A few days afterwards, however, it came to light that the Sandify, of whose successful passage the Frist Lord boasted so triumphantly, came very near the same fale as its companion vessel. The Sandy it is now known succeeded in weathering the storm only by throwing overboard all her store and ammunition, and but for the risk of knocking a hole in the vessel's side, the great gun would also have been lost in the sea. -Under-Lard George Hamilton's administration disasters in the Bay have been very a commonplace. He known little about naval matters in any practical sens, and the beads of the Department are equall yignorant. When blind men lead the blind, as the old saying goes, fall into the ditch is inevitable
