And that is the precise impression we wish to convey to our readers. The official case in matters political represent the Government alone; the public welfare, or what is supposed to be the public weltars, is no doubt the goal to be reached, but apart from all personal ideas the officials must reach that goal in exact accordance with their instructions, They are allowed no
