· THE SHOCKING PIRACY AFFAIR. ' TO THE EDITOR of the "Hongkong Telegrari"
DEAR SIR-After reading the report, in your "Extra" of the dastardly acts of pirates on board the Namen while on the high scas Fetween this port and Seatow yesterday, and Rathering thereby an idea of the skilful and complete arrangements made by the villains ao carried out their deadly intentions with such complete success; bearing in mind, too, the sad affair, of a similar nature, that occurred on board the Greyhound'is October of 1885 I, and doubtless many others also, have come to the conclusion that some thorough preventive measures at an absolute necessity. As in the Greyhound affair, so in the case of the Namoa, the dastardly ruffians all went on board
seized by a gang of men who wie led, it now appears, by the very man who was the rings leader in the Greyhound affair Further com. ment is unnecessary, suffice it to say that as far a's I know at prevent marine officers will object (and that may mean something serious) to being jurned into Customs House runners and searchers. They have quite enough-to do for the pittance they receive for working week days and Sandays, and they will hardly now submit to the new duties that is proposed to impose on thent. It is for the shipowners and the Government-bath of whom have been guilty of what T, and many others, can but term wanton negligence-o employ some other means to prevent these outrages, than by pulling the work on the shoulder of the officers of ships Customs officers here,
favorable THERE will shortly be opportunity for the Hon. Mr. WRITEHEAD and his unofficial colleagues to again grapple with the Acting appointment difficulty. It is understood that Mr. H. E. WODEHOUSE will shortly go home on four months' leave-which period of time will, according to prevailing custom, probably be doubled before that energetic official resumes his duties. His departure will create vacancies in the several appoint ments of Police Magistrate, Coroner, Superintendent of the Fire Brigade, and Colonial Treasurer, the last named office carrying with it a seat in the Legislative Council and within this colony the right to be styled honorable.' Mr. WODHOUSE is, and notably with the outside public, deservedly the most generally popular, as he is one of the most independent and most straightforward officers in the Hong kong Government service; and it is probably on this account that his somewhere the Acting Harbour Master caused him what frequent lengthy absences from the sphere of his duties during the past dozen years have been so particularly noticed and commented on, especially in official circles. It would be too much to say that the old Student Interpreter of the "sixties" has proved an altogether, unqualified success on the Magistracy bench, but he has nevertheless done his work carefully.ol Formal meetings will be called forthwith ammunition. It will be remembered by old residents that about ten years ago Mr. WooHOUSE, who then held the substantive appointments of Clerk of Councils and Chief Clerk in the Colonial Secretary's office, unfortunate enough to fall under the displeasure of Governor HENNESSY, and as the matter in dispute could not be satisfactorily adjusted here, he went to

Now it is clear that the danger- to which the travelling public and seafaring people are exposed, when sailing out of Hongkong can only be removed by striking at the very root of the evil, which lies in the fact that there are not sufficient means at the Government's disposal to prevent passengers from going on board vessels with arms and
this can be, and is, prevented by the Customs officers, but nothing of the kind is done here. Even after the shocking revelations In connection with the Greyhound piracy no steps were taken to prevent a repetition of those horrible atrocities. I maintain, and with reason, that a preventive service should be inaugurated here, and no ship be allowed to sail from the waters of this colony until every passenger and all the passengers' baggage bas been thoroughly searched and the whole ship carefully inspected, not only by the regular preventive officers, but also by special detectives. Had this been done years ago, neither the Greyhound nor Names affairs would have cropped up to cast an indelible biot upon our shipping regulations and police system generally,

THE PEAK TRAM.
TO THE EDITOR on tur “Họngkono Telegrafic,”
SIR.I think it is high time that some notice was taken respecting the management of the High Level Tramway Company. Yesterday
13.30 Pith. for the stupid reason that there were no European-only Chinese, passengers. Now, I had arranged that my foreman should meet me at a certain bouse on the Peak, and after waiting three-quarters of an hour he arrived and explained that he could not get a tram owing to the reason already stated. Is this management and advertised for the information of the public or mismanagement? If time-tables are issued they should surely be adhered to even if those who lay themselves under an obligation to the Company 'by paying for a passage are China- men. It was not only a matter of great incon venience to me, but was time wasted and money last.
I am, Sir,

THE LATE PIRACY CASE.
· TO THE EDITOR or the “longkong Tringråth,” SIR-Reverting to the fiendish atrocity lately perpetrated on board the steamship Namoa, it is indeed passing strange, that the Cantonese sex tion of the crew, under the circumstances, who were more or less unmolested and who enjoyed Buch opportunities for observing the character such singular opaqueness of vision, as nat of the piratical vessels, should have possessed
to be able to 'swaar as to the type, rig

The compradoric and steward's staff on board these vessels are when they witness even the most kindly and liberally and particularly well treated class, yet indulgent of masters brutally murdered, they persist in maintaining a reserve which is certainly assisting to frustrate the ends of justice, Moreover, it is a well known fact that the most demoniacially planted attacks by some means
or other get rumoured about amongst the natives, indeed it not infrequently becomes a maller almost of gossip, but in this case no word of warning or caution was given. This, | taken with the fact that the "Chinese on board with one or two exceptions, were in no

WODEHOUSE has faithfully performed his duties according to his lights, and it may be doubted whether any other Govern- ment official could have done much better. Why this gentleman was selected for the acting appointment of Colonial Treasurer is not clearly apparent, unless we are to .conclude that it was intended as a spacial compliment and an act of courtesy to the only remaining Student Interpreter who had not been honored with a seat in the Legislative Council, and that is probably the true explanation,
as curio-dealers in Sydney have just fallen inta fortuna's way, and la a manner too, that would cause holy mummers to lift their hands aloft and sigh regretfully that the acts of Frovidence are so hard to fathom. The representatives ol the "Land of the Rising Sun "toʻk a £1 ticket in one of the gigantis Cup sweeps that are now recognised institutions in Australia, and drew Carbine, the winning horse, whore net value to them was £25,000. The lucky "Jups" held donated three or four bundred pounds to hospitals and other charitable institutions, and needless to say disposed of their stock-in-trade, and are now on their way home to enjoy the fortune they won through the devil's agency.
FOX some reason the authorities appear to have utterly scouted the idea of getting evidence in connection with the Named tragedy from any of the numerous passengers who were on board the ship, and whore worldly possessions were 83 ruthlessly annexed by the pirates. Yesterday one of the passengers, who had been robbed of upwards of $2,000, turned up at the Police Court for the purpose of giving evidence at the official inquiry that le now dragging its weaty course along, but

Had a gun-boat been despatched promply the conclusion of the pit is probable that some of the hands who ceedings, at tiffin-lime, the inquiry was adjourned turned a Britisis vessel into a perfect hell would have been caught and brought to that fustice until next Tuesday, the 23rd fastant, and the weary and worn celestial was allowed to "get without having an opportunity of placing his
