Hongkong, 6th October, 1890. SIR, I am directed by the Commodore to acknowledge the receipt of your letter of the 3rd instant, stating that several dangers have been reported as existing in the neighbourhood of the Gap Rock,

2-In reply I am to inform you that your letter will be forwarded by the first opportunity, for the consideration of the Commander in Chief, .

3-At the same time the Commodore wishes,† the Committee of the Chamber of Commerce to observe that the programme of work to be carried out by the surveying-veisels, is under the direc tion of the Hydrographer of the Navy, and that the Rambler is at present employed on a survey of the Chusan Archipelago.

4-I am further to add that before the light house on the Gap Rock is completed, "the position of the rocks in the neighbourhood will undoubtedly be fixed.

from 10th January to rych July 1890, being the Kirst six months of the Chinese Year.

When the books were closed the Company had 33 mines in working order with a labour force of 752 coolies. The mines have thus been lacreased by 6 and coolies by 118 during the six months.

The amount of tin org produced and delivered during the six months was 2,477 plculs, against 1,716 piculs during the previous ten months. The greater part of that ore has been sold, and the valuation in the balance sheet is based on the prices obtained.

The amount of outstanding advances to miners on 17th July was $13,584, exclusive of the sum of $7,341 written off during the half-year as bad debts. The aum written off during the previous ten months was $2,424 only, and it was scarcely, aufficient.

The Directors regard the result of the half- year's working as unsatisfactory; but they think it proper to point out that the Company's difficulties have been much increased by the rise in silver and the consequent fall in the dollar price of tin during the first half of the year. This means not only that the profit an are account has been reduced, but it also accounts in part for the losses on advances to

The statement on the third paragraph of your letter that the programme of work to be carried out by the surveying vessels is under the direc- tion of the Hydrographer of the Navy and that the Rambler is at present employed in a survey of the Chusan Archipelago suggests possible difficulties in the way of immediately fixing the position of the dangers above referred to,

In connection with this remark my Committee beg to point out that in the course of correspon- dence with the Commander in Chief with refer ence to the discovery of Pinnacle Rocks he stated when writing from Yokohama on 25th September 1889, that should Pinnacle Rocks be reported any of Her Majesty's vessels under my Command are fully capable of fixing their posl tion accurately.

That the exact position of these dangers, situated as they are in the direct track of vessels approaching or leaving Hongkong, should be at ance ascertained seems to my committee to be of the utmost importance and they beg to request. that you will kindly bring the matter to the early notice of Vice-Admiral Sir Nowell Salmon with the object that, should be see fit to do so, one of Her Majesty's vessels under bis command might be detailed for this special service without delay.

SIR, I am desired by the Commodore to acknowledge the receipt of your letter of the 23rd instant which suggests that one of Her Majesty's ships, not being a surveying ship, should fix the position of the rocks in the vicinity of the Gap Rack and to inform you that he does not consider the rocks alluded to as being dangerous, in the sense urged in your letter, for they are situated so close to the Gap Rock, as not to be in the track of vessels approaching or leaving Hong- kong..

I am further directed to acquaint you, that the Commodore had already requested the Com- mander of the Rambler to fix the position of these rocks on his arrival here.

The Directors have formed the opinion that the Chinose "tribute" system on which the Company was formed to work is unsuitable to a European Company and that in practice it causes the Company to take all the risk without giving it the full profits, or allowing proper control of the labourers employed. While therefore it may be convenient to continue the tribute system in certain districts and under close watch the Directors belleve that the future of the Company requires that they should open larger mines under control of their European staff, sometimes employing Chinese contractors to remove over- burden and lift karang at so much per cubic yard and sometimes using steam of hydraulic power with Asiatic labour at daily wages.

These matters have been for some time ander your Directors' consideration, and they are still anxiously considering them and are making experiments on a small scale.

Mr. Charles McKie, on leaving the Colony, resigned his seat at the Board and the vacancy has not been filled yet.

The disastrous fire of Saturday broke out in the upper story of a house situated in a lane to the westward of the Customs shed, and quickly ate its way to the river; destroying everything en route down to the river bank itself. The eld Customs shed having a mat shed over it was completely destroyed within ten minutes after the sparks caught its roof. From the Commissioner downwards every member of the staff worked with an energy and will deserving of all commenda tion, The Shameen Fire-brigade were also to the front as usual, doing everything possible to minimize the disaster, and Messrs. Lafrente, Potts and Reid were especially conspicuous in their praiseworthy efforts in this direction. Fortunately it was a dead calm, otherwise the area of destruction would have been greatly extended. The Customs shed is to be immediately rebuilt under the superintendence of Messrs. Paimer & Turner, of Hongkong.

ROME, October 12th, The Italian Press blame Sir Evelyn Baring for the failure of negotiations with regard to Kassala, alleging that he studied only the interests of Egypt. It appears that Sir E. Baring offered that Italy should occupy Kassala provided she agreed to evacuate the place if Egypt ever re-occupied the Soudan. This Italy declined to do and negotiations fell through in consequence.
